    I think there is a third option, for both you and us. On January 1, the whole I-94 issue disappears and immigration status will not longer be used to issue drivers licenses - to my understanding. New Jersey's bill looks like it does need the social security number or tax id number - which angers immigration activists, rightfully, as that excludes most undocumented folks - but for our situations, it does solve the K1 problem in NJ as it relates to IDs and licenses. Note: Those awaiting AOS will not be able to get one of those new "real IDs" but the current ID will suffice for most purposes, and most importantly it lets you drive.

    I was in a similar situation in Florida. DMV requested to see my EAD, which hasn’t been approved since my application submission back in 2019. My I-94 expired more than a year ago. One DMV employee denied my request and told me that I would need an EAD to apply for drivers license.
    After a year without an EAD, I went to another DMV appointment. This time I was able to obtain my license by showing the expired I-94, AOS application (I-485) and NOA1 for the I-485, without EAD.

    Maybe try going again, say you forgot the I-94, then tell them they can look it up in the SAVE system. This way they won't "see" the expired I-94.

    Also a September filer here. Just wanted to say we used 1 G-1145 and still got three text notifications for the 3 applications (485, 765, 131).

    We have no name change, that's the thing. She kept her name. Does that change anything? I'll probably just add a couple of photocopies of the marriage cert, just because. The stamped copy straight from city hall is in the I-485.

    These are 3 separate applications, so you do need to send evidence for each form separately. 6 passport photos total, 3 i-94... 3 copies of everything pretty much.
     
    You will get RFE if you don't send them.
     
    Follow the guides on the first page of the Sep 2020 thread.
     
    You organize each form with their evidence, and use a paper clip for each set.

Well, there was a problem because the Guayaquil Embassy lost our i-129f and she could't show it (but should show her email from them showing that they lost it). They eventually let her in. Thanks for all your advice everyone.
     
    While it's great she made it - denial would have been a real disaster - it's still heartbreaking that she had to up and leave in these circumstances, unplanned. The original plan was for her to move in May, and travel the country to see people for the second half of April (or even all of April) after quitting her job. Then in early April we booked a one way for June 7, even if being able to leave her region of Ecuador was still likely impossible before then - it would allow for that chance, maybe, and would give her a date in advance to prepare so such a huge life changing move. But with the EO, our hand got forced here.
     
    Her first two weeks here, she'll be totally quarantined and we'll have masks on when around each other. We'll eventually call the city clerk to marry us at his desk. He wears gloves, a mask, and a baseball cap to work. We'll have masks on. Strange times. I'm definitely bringing this local photographer who has been posting COVID pictures on social media.

    That's exactly what we did. She received police permission to go to the airport and got here before the EO was even signed.

    Sorry to hear about your situation. I had a friend who was in a similar situation in another country and they were able to explain the situation to their local authorities and make their way to the airport and board a flight. (Travelling to Belgium from India). Maybe your SO can try that? 
     
    Personally I would advice getting on a flight (if safe and feasible) and figuring it out when they reach you here. Also looks like the EO might exempt close relatives.
