Normally not. Normally 131 doesn't even require biometrics and if they need biometrics they use the one on file (if they haven't expired yet). But lately more and more people report the same experience you have. Perhaps it might be worth to call USCIS (and ask for a tier 2 officer) and see what's up. Now that all ASCs are closed anyways, there's no real time pressure.

We just had are K1 visa interview  on 10/25 I'm the petitioner. At the interview I asked the interviewer if his visa could be expedited so he can fly back with me. I was told unfortunately no and that it will take 1 to 2 weeks to be ready. It was actually ready on 10/31 for pickup. I know others that asked and was able to pickup Visa in two business days so I'm assuming it's just luck on who does your interview.

After 55 days in AP case is finally at the embassy and says ready.. thanks for all the cyber support

It was so easy and smooth i got approved in less than 3 minutes she asked me first question tell me about your relationship 
and i start telling her how we start talking and when we meet and about our engagement party and how many time she came here i was saying everything until i said we went to brazil together, she asked me is she Brazilian i said no she is American and we like to travel i stopped talking after that and she said please keep talking, i told her about her last trip for my birthday in July and i told her when we went together and she made a birthday cake for me she was listening the whole time. She asked me what is her job I answered, she said what is yours i said i work in constructions. She said you are approved get your visa and your passport next week 
it was that easy! She didn’t even ask for the evidence I forced her to see my evidence i told her please look

In the past when he was still with his sons mother and still living together he applied for a visitors visa. He applied twice and was denied twice.  She applied once and was denied as well. He did list her as someone he lives with at the time. I'm sure she listed him as well. That's the only thing I can think of. I don't have the physical letter from Immigration as of yet.

There’s several ways on this site. 1 easy way is to look at the March 2019 129F thread. A few people there reported receiving their NOA2

i been following March thread like almost stalking them.
another site you could check is https://www.visajourney.com/content/k1historical/. i believe the data base is VisaJourney users' timelines
 
The process timeline on USICS site is very discouraging... it still shows 5-8 months process time...
