OMG that is great news!
As for me, I am like many others on the forum, everything is on standby, very annoying but voilà, it is what it is.
I hope the Embassy will re-open by the end of May and give interviews at full speed. I was planning to move to the US at the end of the summer, not sure it will be possible now (I have to leave my flat by July 😨). And moreover, we are appart, which I think is the worst part.

I know , and talking about it I Reached  the
« ministère des affaires étrangères »( i am calling eveywhere to find answers lol 😂)  and they gave me the link to the text of J.Y Le Drian saying that no one can be unauthorized to leave the country . 
 
the village we are leaving in is at about 40Km from the airport so we are ok , ouf😅 
 
we will have to bring attestations with us and « attestation sur l’honneur «  explaining our situation _+ wedding certificate and I think we gonna be ok . 
 
we hope to leave very soon to start our new life in the house waiting patiently for us 😀

I totally understand your stress about this.
France has NO POWER whatsoever to prevent a US citizen (and his lovely wife) from going back to his country.
From May 11th, you can reach the coast, right ? (less than 100km ?)  and from there, you reach Paris and hop!
You will make it, I'm sure.
With your marriage certificate and your husband next to you, I cannot see how policemen would stop you. Don't worry, you are almost there

I inquired about going to California to see my husband (4 months apart now...) and as you know California is among the states which have the most "secure" behaviour in the crisis.
What they do is : when you arrive, they ask you to stay at home in quarantine for 14 days. If any symptoms arrive, then you have to tell the authorities. So basically they trust you to have a responsible behaviour...
 
Have you tried to call the Embassy ?

If you are a current green card holder, you can enter the US fine. This does not impact ROC, naturalization, I-90s, etc. This does not impact AOS, COS, or EOS. It only impacts new visas. Any visa already issued remains valid and you can enter the US on it just as before. This does not impact any non-immigrant visas (NIVs). Signs are this means it does not impact K-1 visas. This is not 100% confirmed and won't be until DOS makes an official statement or a K-1 visa is actually issued (and doesn't meet any of the other exemptions). This is the best the community has to offer at this time. Even consulates do not have clear guidance on the EO yet. It'll take time. I'll be watching for memos and FAM updates as well. There is a clause suggesting a different EO to cover NIVs will be coming later. Nobody knows the details as it doesn't exist yet. This does not impact spouses or children (under 21) of a US citizen. Stepchildren who became so before turning 18 are treated the exact same as children for this purpose. There are exceptions for applicants who intend to work in the healthcare field. Exactly what qualifies or not is uncertain. As of this time, the CO will make the decision on if one is covered under this exemption. The ban is for 60 days but can be extended as determined necessary. As a result of the above....
This does ban individuals seeking an immigrant visa (not AOS) for:
Parents of a USC (IR-5) Spouses or children of an LPR (F2A/F2B) Sons/Daughters of a USC (age 21+, F1/F3) Siblings of a USC (F4) EB visas, except EB5 Diversity Visas (DVs) Likely others I missed (will update if somebody points it out)  
Less common occurrences...
If you hold a valid Advance Parole (AP) document, refugee travel document, etc., then this remains valid and you can enter. Adoption-related visas are exempt. Exemptions exist for relatives of an active armed forces member. Special Immigrant visas are exempt (this is for things like people who assist the military in Iraq and such - you would know if this category applies to you!) Asylum and refugee cases are exempt.

Since you're the spouse of a US citizen (right?) the Schengen travel ban doesn't apply to you. That means you're free to enter the country.

So in the case that your visa type is exempt and you were due to get a green card through that visa - CR1 in this case. There will be no ban on new green cards being issued?

If the spouse visa is exempted from the ban, then I do not think you will have a problem obtaining a GC. Nothing is obvious for now lets just wait and see.
I have an IR1 visa myself so lets just hope we are good to go

I really implore everyone... Please calm down! We know nothing at this point. I have reason to be upset too. I had to delay my trip to Ukraine to accompany my fiancé on her k1 visa appointment because the Ukraine border closed. Then the embassy closed. Things were supposed to open up in a few weeks, and now this happened.  Nobody likes this. Nobody likes what covid-19 has done to our world and the extreme measures politicians have gone to in order to combat this. I think it’s ridiculous to think Trump has political motives for doing this though. Trump’s base loves him no matter what he does. This won’t make them vote for him more. I can’t imagine a single person saying “I used to hate Trump, but because he put temporary restrictions on immigration, I will vote for him now”
 
This move will make Trump lose votes, if anything. Unlike most politicians, he doesn’t weigh the political ramifications of every move he makes. This is why he is so frustrating to establishment politicians. He does stuff because he thinks it’s the right decision..
 
I completely disagree with this decision and it is really screwing up my life plans, but I am not going to be consumed by hate  and attribute evil motives to this (dumb) EO. Just because I don’t like this, doesn’t mean Trump did this for political reasons. It doesn’t mean the EO is illegal or unconstitutional.  You can get arrested for paddle boarding  or playing catch with your kid in some states. It is illegal to buy seeds for your garden or sit in your car in a church parking lot in other states. None of these rules make any sense to me. These are crazy times, and I don’t think it’s helpful to feed into the mass Hysteria going on.

In fact, we realised last Friday that our lawyer had uploaded only the translation and not the original French version. Do I need to say that my husband and I were super mega upset. The lawyer didn't even apologized.
Anyway, so I uploaded right after receiving the RFE, the right document (the date of submission remained Jan31) and we got DQed on Monday 🤪🤪🤪
I realise how lucky we are in all this. So first submission was Jan31 and DQ on April6

If expired, Immigrant visas are a lot less problematic to be reissued after a new medical is done

Same here my visa expires in august and I am afraid to not be able to make it from France to US at that time
