I believe her global entry application would be via her own country, right? The United States does not administer that for noncitizens/nonresidenrs.

I agree it's better to meet first. The length of visits is also very important. The best evidence of a bona fide relationship is always the time you spend together in person. That applies to every country, but not in equal measure.

Her filing date should fine (although you stated she filed on the first day she was eligible). Her 90 day windows opened on 2/3/2024. If she withdrew, she could re-file immediately....but I don't think that is a wise decision until you find out why the officer would have denied the case. Are you sure the withdrawal notice status isn't a mistake?

Hacking makes a good case for filing the N-600. Without the N-600, USCIS thinks the person is still a legal resident. USCIS is the agency which determines citizenship. Hacking has a good, short video titled "Do I Need to Bother Filing an N-600?".

These are the costs I can think of. Other members might list others:
USCIS Fee for I-130= $625/$675 (online/Paper)
NVC Fee for application processing= $325
NVC Fee for I-864 processing= $120
Medical Exam= $300-$500 (Depends on medical provider)
Immigrant Fee paid to USCIS after interview for Green Card= $235
Other fees (pictures, transportation, police reports, etc)= variable

I can give you the definitive answer.
Yes, NOA1 (Notice of Action #1) is the same as I-797, same as extension letter and the same as receipt. All of these terms describe the same letter.
The letter itself should say your green card is extended by 48 months.
You may receive separate letter with code to access your petition online.

Then, there was an issue either with the application or during the interview. Otherwise, the officer would never have said that. Early application seems likely, to me....or maybe the status was a mistake. I would wait a few days to see if it changes.
