In this case, it's not just about how long OP will be working out of state. It's the fact that they are still maintaining their permanent address, their spouse is still living at the permanent address, and they are returning to that address after 12 weeks. I think you also have to consider the spirit of which the AR-11 is intended and it's purpose. OP isn't trying to duck the rules and avoid having USCIS know where they are. Their current address will still be valid. Plenty of people travel for work and have temporary living arrangements while they work out of town, that doesn't magically change their residential address. 

Apart from what's already been stated, are you sure the F1 is the correct visa for you? F1 is a non-immigrant visa and as part of the application you will need to demonstrate that you intent to return to your home country after completion of your studies. Based on your desire to remain and practice medicine in the US, I expect that you would have a hard time demonstrating this. You may want to look into the J1 visiting-scholar program instead.

Hi, guys. My green card has arrived while I'm out of the country. Now I'm on my way back, traveling with I-551 stamp. Just wanted to let you know that I didn't have any issues with that. Not in Ukraine, not in Vienna (flying with Austrian Airlines/Lufthansa/United Airlines).None!!!! Already waiting for boarding for my flight to the US.

Just for statistics: My friend who’s not on this forum filed ROC on March 9 2017 and then she got the status change on February 27 2018 about the Local Office and today she received approval letter dated March 7 2018. I believe she belongs to Vermont Service Center.

That's not her personal views, that's how it works to get a work visa. American workers should be hired first (by American they mean everyone living legally in the US), if they can't find an American that can do the job they are allowed to sponsor for a visa for a foreigner. 

I wish we could hear her side of the story. I have a feeling (judging by your posts and words you use) that she'd have a very good reason to leave. She's an adult and doesn't need your consent for anything. 
 
Anyway. Divorce and move on. She can come back to states whenever she wants. You still signed paperwork stating that you'll support her and if she becomes a public charge, the US government will have a right to sue you for support. 

After reading that your other thread from March that you linked to...and seeing the types of things you posted...your responses to others...your outlook on your wife's issues...and the amazing advice you received despite all that....
 
All I want to know is, as her husband, why didn't you seek help for her when she was crying out to you in so many ways for help?  You just sent her away, as though she were a burden (which is probably what she thought to herself  in her mind, given her state).  And now you will divorce her (which in her mind is what she probably feared in the first place, since she felt was a burden). Depression and suicidal thoughts do not go away because of a change of scenery.

Yes, you can divorce your wife.  She doesn't need to be in the US for you to begin divorce proceedings.
She doesn't need your consent to enter the US either during your marriage, during your divorce, or even after it's all said and done and over.
Of course she can retaliate during a divorce settlement---whether it's retaliation through suing for emotional distress/mental abuse or what-have-you.  Just because she is not a USC does not mean she has less rights than you in divorce proceedings.

What affidavit?
It is a joint I-751 petition that has been filed.
 
A USC is of course free to remove themselves from that joint petition at any time prior to adjudication.... but by doing so this does not terminate the WHOLE petition, or terminate the aliens status, as they have a right to add a waiver and continue as a solo I-751 petition.
The extension is valid until termination of status by USCIS, which -  as status would not be terminated by the USC spouse removing themselves from the joint aspect of the petition - remains valid. 
 
 
 
 
 

The affidavit of support (I-864) is not removed or terminated even by getting divorced, and is not affected by removing their support on the joint I-751, so no, you are wrong on this point.

the only way the whole petition could have been pulled is if the husband forged her signature. which I would hope would be considered a situation beyond her control and would allow her to get a returning resident visa. a call to uscis can determine to what extent the petition was pulled and i would still think she should attempt entry either way since she has either been a victim of fraud or able to enter no issues.

The US citizen spouse cannot withdraw the petition.
They can withdraw themselves from the joint aspect of it - meaning a waiver and an interview will be required but they cannot totally withdraw a joint petition. 
The alien can then add a waiver to the existing petition converting it to a solo I-751, and no need to refile from scratch 
 
Don't visit the embassy - get back to the US ASAP - and remember that LPRs have the absolute right to a minimum of a hearing with an immigration judge , should they encounter any issues at the POE.
 
When they are back, go see a divorce lawyer, as divorce paperwork will need to be filed for a divorce waiver, although quite honestly, I reckon this would qualify for an abuse waiver with a competent lawyer behind it..

Getting married as soon as you meet (ie. the first in-person visit), DOES happen...but it can raise a red flag.
The age difference, her not being able to financially support you as the US citizen (since she is receiving welfare benefits) doesn't help and can raise more  flags.
Her disability would make no difference to the outcome of your case.  Or at least I hope IOs aren't going to start judging marriage validity based upon whether or not a person has a disability, because that would be wrong on so many levels.
 
Can a marriage with all the above be proved as valid, if it's a true marriage?  Sure.  
 
A long way in proving that is probably not getting married the very first time you meet in person, and instead taking time to build on the relationship.  Works out in your favor and hers actually, because then you get to know the person you're with better .  After a while being together, you won't find the "proof" part so hard.
 
I'm not judging you here, just giving some advice.

to be honest your case has many red flag your case will be highly scrutinized and my be considered to marry to get a Green card.
