    I agree, I am confused as well, and the OP also asked a 3rd question about living together.
     
    To the OP, I assume you are already married, so your second question about the best time to get married seems moot.  As @Free Man stated, the GC period starts when it is approved, and to answer your third question, no, it is not mandatory to live together.

    6 months is nothing. A lot of people from middle east countries have been waiting for years for AP. There is nothing can speed up an AP.
     
    Biden has nothing to do with AP, it is national security matter.

    Have you checked the bulletin for current dates and are you aware of the following
     
    As long as the Green Card Suspension, which stopped processing of Consular F2A, is in effect, F2A should remain 'current'. How quickly will the Biden Administration remove the suspension, and how quickly will that impact the Visa Bulletin is however an open question. This is important: when F2A Consular Processing resumes however, we are talking about trying to fit ~18 months of demand into at most a 9-month window (which is then likely to lead to a cut-off date being re-established at some point in 2021). As for the near future however, the Feb 2020 Visa Bulletin indicates that F2A should remain 'current' in the coming months.
     
    The processing time for an F2a visa petition and application can range from 1 - 10 years to due to the annual cap on the number of visas issued.Jul 9, 2020

    the new civics test is not a president thing, Biden won't do a thing, Immigration and citizenship change their citizenship test every 10 years, regardless of whoever is President at the moment
     
    I applied for citizenship in 2010, the test had just changed to the 100 civics questions, before it was 150 questions to study, I waited and tested with the 100 civics questions one, so 10 years later, they revised and made a few changes to the test.

    There is no requirement to naturalise at all, I know a Canadian who has been here 40 years as a LPR.

    I don't think there is any way to bring her except for F2B, which the daughter has to be unmarried for at least 8 years. She is already an adult, she has to find a way to survive.

    In some states, it will have validity as same as her green card. It is depended on the State’s law.
     
    In TX, your card will have validity of 5 years even if the card is 2 years.

    You keep asking the same question and there is no on-phone interpreter for aos interview. The interpreter has to be there with you two.

    I would shy away from using a family member since there could be some perceived bias.  Usually you can find interpreters available in your local area.

    Even if you had an online wedding, you cannot successfully file an I-130 and start the CR-1 process until after the marriage is consummated (after the wedding).

    I have never heard of government fees going down, regardless of whom is in power at the time. More importantly, do you want to join the ever growing line now or in about 6 months?

    The three-year rule doesn't apply to you because you have only been married to the US citizen for three months. The rule says you must have been living in marital union with your US citizen spouse for at least three years before applying. 99.9% of the time, the only people who apply under the three-year rule are those who obtained their green card through marriage to a US citizen and have stayed married to that same citizen until naturalization. There is no point for you to try this method because you've been a LPR for three years already. You might as well apply under the 5-year rule in 2 years rather than waiting another 3 years to apply under the 3-year rule. The 5-year rule has less paperwork for you to do anyways.
     
    The real issue is your residency requirements IF you are currently outside of the USA and have been for some time. Are you currently in the USA or living in the Netherlands with your spouse?

    Do you recall choosing "Issue me a SSN" on DS-260? If yes, please wait for few more weeks. If no, you have to wait until SSA office opens again.

    I don’t know what “few” means.  I did not get my notice of oath until 4 weeks after the interview.  
     
    Every field office and case is different.  Expecting uniformity will lead to disappointment.
