Most companies would classify this as bribery, no?  There's laws against that...

Bribes benefit someone personally.  Taxes go to the government.  This is the latter.

I'm not saying selling visas for cash ethically different than soliciting bribes.... but anti-bribery statutes do see a difference when the recipient is the government.

The worry is the wording.  Unrestricted and gift do not equate to taxes.  Sounds like free invitation "appropriate funds for personal gain". Unrestricted or not, I wanna see where these funds are going.

i mean the GC. this looks like a backdoor entry for rich people in Eb1 category. Calling ultra rich as extraordinary

There's already the EB-5 that requires $900k - $1.8M, that's been around since the 90's. Which is why I can't see the point of this really and I'm not sure how many will go for it.

What if EB-5 will be scrutinized more / denied at higher rate with consular officer gently suggesting "gold card" as a solution? :)
