Both can be true. Depending on state and county, you get asked for SSN to get license. If you have it, you provide it. If you don't have it, you say "I don't have it".

So you're saying that they ask for the SSN when you apply for a marriage license, but it's not mandatory to have the SSN to get the license?

In Colorado, they ask for the last 4 digits from both parties but if one doesn't have one, you just fill out a form stating why and it's no issue.

Yes, it is possible to obtain a marriage license in Pennsylvania even if one of the parties does not have a Social Security number (SSN). In such cases, the applicant without an SSN is typically required to present a passport or another form of official photo identification as an alternative.

Here's a more detailed explanation:

SSN Requirement:

Pennsylvania law requires applicants to provide their SSN if they have one.

Alternative for Non-SSN Holders:

If an applicant does not have an SSN, they can provide a passport or another form of valid photo identification instead.

Required Documents:

Generally, both individuals need to appear in person at the Marriage License Bureau with valid photo identification and, if applicable, a divorce decree or other relevant documents.

Application Process:

The couple will complete an application form, provide necessary information, and pay the required fee.

License Issuance:

Once the application is processed and approved, the marriage license will be issued.

The more I read here, the more I'm a bit lost.

So forgive me if this has been covered but I'm trying to be sure that I "get it."

My fiance is coming July 16 with his daughter (on the K1) and his cat. The plan is: we file for the marriage license the next day, July 17, and as soon as it's issued, we get married.

Could we go to the Social Security office the same day we file for the marriage license? The time line below says that we should apply for his SSN before getting married. We don't need to wait for his SSN to apply for the marriage license? Do we?

In PA it takes 3 days to get a marriage license, so I don't want to wait because I could only take off 2 weeks from work to get as much as possible done. Also: on the app for the SSN card it states that our proof of documentation must be certified original copies. If we use the I-94 travel document, he gets that when he comes into the country, correct? We won't need the actual certified marriage certificate? How many certified copies should I ask for?

What about his daughter? One of the links here stated that she must have her EAD before she can file for the SSN.

Does anyone have experience with this? Does this mean that she won't be able to also open a bank account (or do much of anything really) until much later than him since she'll be waiting on the EAD?

What about him? How long does it usually take to get the SSN and have the ability to open a bank account and move his funds?

The timeline after he arrives really confuses me.

Any guidance is greatly appreciated.

I was advised to go to the SSA office about 2 weeks after travelling here when applying for the SSN just to allow time for the immigration and SSA systems to correspond with each other (that was my understanding anyway).

It took 3 months for him to get the last copy. It took even longer for his daughters copy. He has a French official identity card.

In France, you can't get copies of birth certificates as easily as here, they don't give multiple copies at a time and you must justify why you even need it.

He's going to apply for another copy, but he's coming in less than a month. He'll have to have it sent to his father, ten have it sent from his father to here.

It might be September by the time he gets it.

Can he get a drivers license without an SSN, just with the passport and I-94? If so, he could maybe get the drivers license right away and we could use that for the SSN.

As @MalloryCat says it depends on the state. In California I needed my EAD in order to apply for a State Driving License

So the embassy kept his original birth certificate. They gave him the translation of his birth certificate but it's not a certified copy. We aren't sure if they put his birth certificate in the sealed packet they gave him with the K1 or not.

Is that what they did with your spouse? Was it in the sealed K1 packet? Did the POE agent give the documents back to you after opening the packet?

They don't give you the documents from the sealed K1 package back at POE

Quick Update: I called the SS office and asked what I'd need. The agent said that the K1, his passport, and the I-94 should be enough. The agent reccomended that my fiance bring his French identity card as well.

It's best to get SSN before marrying

It's best to apply for the SSN before marrying.  In my case, my fiance (now wife) applied before we married and she did not get her SSN until after we married.

This sounds right. My wife just has a folder with everything in it that she might need.

Some thoughts on what I've read so far:

+ The sealed packet will remain with USCIS and includes some of the required paperwork for his green card application later; you may feel like you're going crazy, but just trust they already have it

+ We went to get her SSN about two weeks after her arrival

+ BE SURE YOU PRINT THE I-94 PAGE! We had to schedule another appointment because I only had it on my phone and they wouldn't print it at the SSA office

+ We only needed one SSN for marriage license in Texas

+ If you don't get the SSN yet, it is an option on the I-485 green card application later, though obviously not ideal

+ A passport (domestic or foreign) is Real ID compliant for travel https://www.tsa.gov/travel/security-screening/identification

Good luck with everything! There are so many logistical things to sort through and it can be hard to keep up. Just take one step at a time and everything will work out.

We'll have to go to the DMV and try.

I suggest just looking it up, the information is out there, no need to wait in line at the DMV

France will mail his certificate to his current (US) address.  Was even free last time I did it, fast too.

He might want to register with his local French diplomatic mission.  They can assist with that.

Hello there :)

Regarding the SSN — we initially planned to get it along with the EAD, so we didn’t apply for it right after my arrival. However, after we got married, we changed our minds and decided to get my SSN earlier.

From what I understand, as long as you haven’t filed your AOS yet, you’re still allowed to apply for a Social Security Number - as long as your I-94 is still valid and hasn’t expired.

I first submitted my application online and then scheduled an appointment. On the day of the appointment, I brought my passport, our marriage certificate, and my most recent I-94. I received my SSN card just 4 days later!
