Hi,

I was wondering if anyone had any information on DCF? I’m not sure I’m understanding the process of how it works, the first step is to reach out to a US consulate near you and explain your circumstances/if it’s possible to file the I-130 through them? Is that correct? And what steps would follow?

Thanks so much!

I assume you checked that your circumstance may qualify, if so yes you would contact the Consulate.

Hi, yes I checked and think I can make a reasonable case with my circumstances to qualify. I’m just not sure if there’s a formal way to do it, or if it’s just as simple as shooting an email that says like “this is what’s going on, are we qualified to apply at the consulate?”

Yes, it's that simple, and you should get a quick decision.  If you really want help here, you will want to complete your profile.  Lots of things depend on country, for example.

Do you have a job offer in the US?

You will need "exceptional circumstances" to qualify.  And as you are in Russia, I'm not sure that any of the consulates open to Russians would be willing to take on a DCF for a Russian.

Do you mind telling me whether you applied at the embassy in Hanoi or the consulate in Saigon? I can't find the consulate's email.
