How to bring my mother alongside with my minor sister in the u.s. at the sametime?

I am a US Citizen. My mother wants to come to the US but she wants to bring mg younger sister with her at the same time. Is it better to do tourist visa first so that both of them can come at the same time then petition my mom after they got their tourist visa? Or what is the fastesr way to bring my senior citizen mom with my minor sister here in the US?

Timeline

The fastest way is for you to apply for your mom, then when she gets her GC, she can apply for your sister (overall 4-5 years assuming your sister is still a minor when your mom becomes an LPR).  You could also file an I130 for your sister as an F4, but depending on the country it could be anywhere from 15 to 22 years for a visa to become available.  You cannot have your mom come to the US with a B2 visa and plan to immigrate.
