CR1 POE told to go to USCIS office?

Timeline

My spouse arrived today at Denver POE. With his CR1 Visa
Says he was told by the immigration officer that he needed to go to the USCIS office ASAP to apply for his green card ?

His visa says IV docs in CCD...so this was the electronic version. 
His passport is stamped and says CR1 June 28, 2022.   The officer did ask for the right mailing address. 
I thought they were supposed to process everything and send the Greencard? 
My husband speaks pretty good English, but did he misunderstand the officer?  Or has this happening to others?

2015-08-17: I-130 approved

2015-09-23: NVC received file

2015-10-05: NVC assigned Case number, Invoice ID & Beneficiary ID

2016-06-30: DS-261 completed, AOS Fee Paid, WL received

2016-07-05: Received IV invoice, IV Fee Paid

2016-07-06: DS-260 Submitted

2016-07-07: AOS and IV Package mailed

2016-07-08: NVC Scan

2016-08-08: Case Complete

2017-06-30: Interview, approved

2017-07-04: Visa in hand

2017-08-01: Entry to US

Either the officer or your wife misunderstood something.  If the new immigrant fee is paid, things will be automatic.  If not, pay it, and things will progress.

Facts are cheap...knowing how to use them is precious...

Either your spouse misunderstood or he encountered a very inept CBP officer.  There is no need to go to a USCIS office.  If you paid the $220 immigrant fee, the Green Card will be sent in a few weeks to a few months.

August 7, 2022: Wife filed N-400 Online under 5 year rule.

November 10, 2022: Received "Interview is scheduled" letter.

December 12, 2022:  Received email from Dallas office informing me (spouse) to be there for combo interview.

December 14, 2022: Combo Interview for I-751 and N-400 Conducted.

January 26, 2023: Wife's Oath Ceremony completed at the Plano Event Center, Plano, Texas!!!😁

February 6, 2023: Wife's Passport Application submitted in Dallas, Texas.

March 21, 2023:   Wife's Passport Delivered!!!!

May 15, 2023 (about):  Naturalization Certificate returned from Passport agency!!

 

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Thanks ,Yes the immigrant fee was paid 2 days  prior to arrival online.

The officer may have said, GC will be sent in the mail if not contact USCIS, or contact USCIS asap if address change or such.
