N600 & Green card for adopted minor immigrant?

My adopted daughter recently landed and immigrated to US last Tuesday under IR2 Visa. In accordance with my instruction on her DS 260, her SSN card will be sent to our home address without separate application at local SSN office. Any idea how long it will take to receive it in Bay Area, CA?

 

I tried to contact our local SSN office but in vain that always line busy and cut calls afterward. 

 

My understanding is that she is below 18 and meets the Child Citizenship Act of 2000 eligibility that entitled her citizenship automatically. I called USCIS and the lady advised us to file N600 for her certificate of citizenship (around 21months waiting time in CA) which deviate from what I was told by the agent of the Consulate General of Hong Kong  who said the cert would be issued to us directly. Besides USCIS told us she is also required to file and pay for her permanent resident card at $220, I would have thought it was covered by the DS 260 application fees and the card will be send to our address.

 

Do we need to file the N600 and permanent resident card for her?

 

Would anyone kindly provide us some expertise advice? Many thanks

Don’t need a green card (or having to pay for it). Go with the stamped immigrant visa and other necessary paperwork and get her passport. After that do the N600 certificate - it will NOT be mailed to you unless you apply for it and pay the fees. 
 

For SSN - I’d go the route of congressional/senate rep assistance with federal agencies- may get you faster turnaround time.

Her SSN..should be approved the next day she arrived into USA...so be patience

The consular agent is wrong.  Your daughter would not get a cert issued directly to you.  You have to pay for the N-600 Certificate of Citizenship if you want her to have one.

 

You don't have to pay the $220 immigrant fee for a plastic green card since she automatically became a US citizen upon entering the US on her IR2 visa.

No. We did not and need to file N600 for it. We are now checking the requirement of it. We did apply and receive her US Passport. My daughter finally received her SSN last week with the help from the congressman of our district. Dealing with SS office was a nightmare. BTW, we have paid for the plastic green card which we thought was required for clearance by homeland security for issuance of my daughter’s SSN which was not the case at all😔

Hello Angela & Dave, 

 

Your post and story gave me hope. I am in the same situation; my minor son arrived into the US with an IR2 visa and I am in the process of trying to get him a passport and a SSN. I am stuck on knowing what documentation I need to provide on the passport application other than the stamped passport with his IR2 visa, birth certificate and identifying information. Is there a particular option I need to check to verify his citizenship or would the visa and stamped passport suffice?


I did pay the $220 green card fee (ouch!) but after reading this thread, it looks like I didn't have to do that. It also looks like I don't need to do the N600 either. It is so hard and frustrating cuz no one seems to know what the actual process is, not even immigration lawyers (at least any of the ones I've spoken to)

The following original documents are required for application of passport for your son:

-your son country of origin passport with IR2 entry stamp

-your son birth certificate 

-your US certificate of citizenship or naturalisation 

-your marriage certificate 

-declaration of your son has not received a SSN if he doesn’t have it yet

along with the passport application 

 

the US passport office will send you back the original documents package after its completion of your son passport separately.

 

remember to make an appointment at your nearby post office for passport application upfront, normally it doesn’t serve walk-in or you will need to wait for hours.

 

i didn’t file N600 for certificate of citizenship for my daughter since i believe the passport is sufficient

I know there is a large cost to file an n600 for your child. I would recommend you do so for your child. A certificate of citizenship is proof positive of US citizenship for your child going forward in their life and is required for certain applications with the US government like security application or filing for an immgration benefit for someone in the future. A US passport may not always be adequate to prove US citizenship in the future. Your child could apply for the n600 themselves in the future if needed but it may be difficult to put together the proof needed to show they are US citizens years and years later. 

If you don’t file for the n600 for your minor children at least preserve the proof they will need to file an n600 on their own (proof your citizenship information, proof that they reside with you at the right time and their green card info).
