My future daughter in law passed her visa interview and when she went to pick up her visa there’s a stamp on it “Cancelled Without Prejudice”. The embassy didn’t explain the reason for the stamp but only to wait to hear from the embassy. Anyone has similar experience like this? I’d appreciate if you could shar and provide some guidance. Thanks.

They found something in last minute background checks that caused them to cancel the visa.  If it was information leading them to wonder whether it is marriage fraud, best advice is to marry and for the petitioner to spend as much time as possible with the beneficiary, creating a bonafide marriage, before filing for a spousal visa.

 

The "without prejudice" means that whatever was found doesn't preclude the beneficiary from applying for another visa.

Did she have say a B visa as well and that was what was stamped?

No, she doesn’t have B visa stamp. She did got refused once in 2019, but this time the embassy said everything is ok and they went ahead and issued the visa. Could it be the previous case was not officially closed? The status in CEAC shows status as “unknown” for her previous case.

What was the reason for the refusal of the B visa in 2019? 

Hopefully the embassy will explain the reasons for the cancellation soon. But, they most likely found something after they printed the visa. 

I would follow @Jorgedig's suggestion. She should get married and get petitioned for a spousal visa

The process to get married in Cambodia appears to be very onerous, so I advise getting married via Utah and then have the USC spouse visit Cambodia to consummate the marriage before filing.

A K-1 would not be denied because of a previous B denial.   Her B visa was denied for immigrant intent/lack of ties to Cambodia.   Those are not issues for the K-1, since the intention is to immigrate.

 

I still think they believe that her application is based on a fraudulent relationship, to circumvent immigration regulations.   She will have to work hard to overcome this if she still wants to immigrate.

OAfter the interview the interview verbally said that everything is ok. All documents are complete. She provided a lot of proof of relationship including photos of them together when they went on vacation together in Singapore and their engagement in Bali, text messages since 2017 until date of interview, etc.. They intend to get married in January and we already started to make wedding arrangements as soon she passed the interview and was issued an appointment to go pick up her visa. This cancellation hit our hearts deeply. All our family members are feeling sad.

Are you sure that are not another visa in her passport? This year someone complained about the same but they stamped one wrong and another OK.

check page by page reading the pages numbers.

What is her status when she check the case?

CEAC status shows “Refused”. But if it’s refused don’t the embassy issue a refusal letter ?

Refused is not denial.  Refused can happen if they have not received the medical information, they haven't completed background checks, or is waiting for more documents from the applicant.

 

Denial leads to a NOID letter.

It sounds like they refused the K1 visa AFTER it was printed, so they had to cancel it. Would be important to know the reason why it was refused/canceled, in order to fix any issue and apply again.
