Would they let my NOW husband travel to US despite K1 being denied?

My Pakistani husband (fiancée at the time of doing K1) applied for a K1 visa in the past - HOWEVER, they denied us and the reason was never given. I would really love for him to come visit me in the U.S for the first time and am wondering if this will cause an automatic denial (I'm assuming it would). He has traveled out of his country to Dubai, Qatar, and Nepal and always made sure to follow all the rules and return to his country on time. We are going to do the CR1 in the future but are still thinking about were we will both choose to reside. In the mean time, I would love for him to visit! Is this possible? any advice?

He can apply for a tourist visa, assuming the embassy are accepting applications for tourist visas. There’s no guarantee of approval but everyone is welcome to apply.

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

Now a US citizen!

He can apply, but you'll both need to manage your expectations - the embassy may not be doing regular tourist interviews, and even if they are, he'll have to show strong ties to Pakistan. Being married to a US citizen is, in this case, a strong reason not to return to Pakistan after his trip. He will need to be prepared with good reasons to return (a job, a business, study, etc).

I have been trying to think of a scenario where a failed K1 would still make a B viable and can not think of one.

I agree...there’s none.

With a denied K-1 and now married to a USC, the chances of a visitor visa is zero.  Concentrate on getting the CR-1 right and overcome whatever problems resulted in the K-1 denial.  To be blunt, a visitor visa is not going to happen.
