As a first time driver’s license applicant (no experience in driving/ no foreign license), while my AOS is still pending, can I apply for a license here in Texas and what does the process look like?

Yes: https://www.dps.texas.gov/DriverLicense/documents/verifyingLawfulPresence.pdf Page 3 "Applicants for adjustment of status"

Even with that document as a reference, some applicants have encountered resistance from uninformed DPS employees:

Here is a success story:

The process is a little stressful but you have to be really patient,

1. Go to the mega center, you can’t do it without a SSN

2.  You have to take the test, in my opinion it was fairly easy

3. if you pass the test, you are given a temporary license that you can only use with someone older than 21 present

3.  You have to take the driving practical, I went to a private driving school to take it because the dmv has a long wait time. Follow the instructor instructions and you will pass.
4.  After passing, You go back to the dmv with the sealed result. Do not open for any reason and they will give you a license that expires with your visa date.

Then show them your AOS noa1, they will tell you they need further verification. It takes five days, you can call Austin to verify if they are done. Then go back to the dmv for a 1 year license.

Note: not every worker at the dmv understands the k1 visa, you might have to explain it yourself.

i used an app called DMV Permit practice test genie, it was quite helpful.

Goodluck with the process

it is an absolute requirement

https://www.dps.texas.gov/DriverLicense/ApplyforLicense.htm

The Department issues driver licenses valid for up to eight years to Texas residents 18 years of age and older. The Texas Driver’s Handbook is available online to help you qualify for a Texas driver license. You will need to provide proof of the following to apply for a driver license:

  1. U.S. Citizenship or, if you are not a U.S. Citizen, evidence of lawful presence
  2. Texas Residency
  3. Identity, and
  4. Social Security Number
  5. Evidence of Texas Vehicle Registration* for each vehicle you own. Registration must be current. Visit Texas DMV vehicle registration for more information (New Residents who are surrendering an out-of-state driver license only)
  6. Proof of Insurance** for each vehicle you own

Click on that link. "Individuals who do not have a SSN, have never been issued a SSN, or are not eligible for a SSN can visit any driver license office and complete an affidavit attesting to such. Providing a false statement in connection with this affidavit will result in the cancellation of the driver license or ID card and may result in criminal charges. An affidavit is not acceptable for the issuance of a CDL."

I went to the DPS with an I-797C and expired I-94 and convinced them to run it through the SAVE system. The First Verification was not successful. Now it’s going through the Second Verification which may take 5-7 business days. The document I received at the DPS with DL# says, SSN is required to check the status on their website. I don’t have SSN. They did schedule an appointment for me for next week because they said the verification should be done by then. And told me, if it didn’t, to just not show up to the appointment. So with no SSN, and DPS hotline not taking my calls, how am I supposed to know if it went through or not?

What is a registered driving school?

It's not a TX thing. In other states (Colorado, etc.), there is an option to instead take the official tests at a driving school: https://www.colorado.gov/pacific/dmv/faq-driver-license

Can I take my written exam or drive skills test with a school?

Yes. See our complete list of driver education schools who offer both written and drive testing along with driver training and education.
