Is there a way for my daughter in US to visit me in Paris?

My husband and I live in Paris. Our college aged daughter is between semesters and has a flight scheduled to visit us for the month of August and part of September. Because she just turned 21, she is not eligible to visit under the family member exemption (family members have to be under 21). The consulate suggested she change her flight to fly into London and take a train from there, since people can travel freely within the schengen zone. I’m not sure if that would work. Any thoughts? I don’t want her to get stranded in the UK.

The UK isn't in the Schengen zone. She would need to show her passport for travel between the UK and France.

Would this path work? The French consulate suggested it and my husband’s coworker said it should work, but I would like more specifics on what the potential hangups could be.

I don’t know. I cancelled a planned trip the same route (UK/Eurostar) because France is not allowing  Americans in. Didn’t seem worth the risk. Can you not meet her in the UK, or are they still quarantining us too?

Our daughter is American like us.

At this time, I don't see how she'll be able to visit.  France might change who's allowed in at any time though, that would be your chance.

The UK has a quarantine requirement of 14 days. It’s mandatory. And you have to quarantine in a house, not a hotel.

100 quid fine for not providing the address on arrival and one in five people randomly selected for spot checks. 1000 quid fine if you are found not quarantining. Sounds mandatory to me.

Hmm I follow the UK media and they are somewhat derogatory about what is going on, will be interesting to see.

We have friends there that she can stay with if necessary. But they say the same thing. Not really enforced.

No doubt about it things are a mess there. Can sit in a pub with strangers but can’t sit in your brother’s garden.  Can pack onto the beaches like sardines but can’t send the children to school. I remember when it all started and you could walk into Tesco and milk, bread, etc but people were having the police called on them for also picking up cheese graters or light bulbs in the same store.

Anyway, is it possible they can find a nice Airbnb house in a nice part of the UK with a pretty garden or something, that the daughter can legally quarantine in without going bonkers and the parents can visit for a week or whatever, assuming  the primary reason for wanting her to visit is spend time together rather than sightsee? 
 

(A friend of mine might say that you can do whatever you want, some options just cost £1000 more than others. I’d never say that myself of course.)
