Is there any situation in which a consular interview not be required for obtaining the spousal visa? My wife and I have been married since April 2018, and we initially filed her I-130 in June 2018. Our case was sent to the Embassy in Ciudad Juarez in June 2019, and we are still waiting for her Visa Interview Appointment. Considering that the Embassy is currently closed due to Covid-19, with no public plans for it to be reopened, has anyone heard of any cases where this step has been allowed to be skipped?

No.  No matter how SPECIAL you think YOUR case is, there's going to be an interview.  Join the club of so many others in your same situation.  The interview will happen when it happens.

Okay, was just curious if anyone had heard of exceptions being made. Sounds like a resounding NO.

Alternatively, does anyone know of a way to find out exactly where your case is queue? Reaching out to NVC doesn't seem to help. Would be nice if they would at least give a better idea of when to except to receive an appointment date. The CV-19 situation outstanding, any resources to get a better understanding of the timeline at this point in the process would be helpful.

You are not thinking this through.  It all depends on 1. an unknown factor of when the Consulate will open.  Then the known factors of how many are in front of you and how many a day they can schedule will come into play.  Knowing how MANY are in front of you, will tell you nothing about when the interview will be, because nobody knows yet when the line will start moving.

Trying to get a better sense of where we stood prior to the Consulate closing. I understand that the consulate reopening is an unknown factor, but if we knew that prior to this we only had 1 month left to wait vs. 8 months, for example, it would help take some of the uncertainty out of this.

If its not possible to find this information out from NVC then it is what it is. We're just trying to think outside the box to find a glimmer of hope.

You could see when DQ people were getting their interviews (how long the wait WAS).
