Timeline

you need to email embassy and ask for the return of your passport

this is not just AP as you are a  citizen of a travel ban, you are in waiting for it to be lifted and sorry,  but it still is in effect

The INA requires a reason for refusal. If they were not determined to be ineligible for the visa except for background checks, then the only thing to do is to complete the background checks.

There is no "ineligible because we don't want to spend the time/money to complete processing" provision in the INA.

My fiance is a Norwegian citizen, but born in Iran, so he was required to apply for a B visa to come to the US to visit me. Like you, he waited over two years for it to come through.

We inquired with the embassy every couple of months until it was issued.

Unless there is a reason where you know you will never again have any interest/need to travel to the US, I would recommend you keep waiting and checking in with the embassy frequently. 

I am sorry you are going through the frustration of not knowing what's going on - I can relate :)

NVC Received: 7/18/18

Consulate Received: 8/9/18

Packet 3 Received: 8/13/18

Interview Date: 9/20/18

Interview Result: Administrative Processing

 

*Visitor's visa interview: December 2016, called back by embassy for second interview on same visa application in January 2019 - visitor's visa finally issued May 2019.

 

*Fiance visa placed in administrative processing September 2018. 

 

*Beneficiary's Country: Norway via Iran.

For tourist visas doesn't administrative processing usually mean your visa is getting issued? I thought they gave you your passport back if they denied you a visa.

2 years though is a VERY long time. Whatever they are doing, shouldn't take that much time to do. Perhaps schedule an appointment and go inquire about the status of your application. It may just be sitting on a shelf.

You can't just 'schedule an appointment' at an embassy.

They give you your passport back if they expect AP to be long, and then ask you to send it back if approved... otherwise what you can't go anywhere while you are waiting for them.

Two years IS a long time but it's not unheard of for nationals of travel ban countries. 

I agree with @JennaL that it's probably worth just waiting.

Normally you request an update via email. Some let you call.

That said, if the case is in AP for something liek background checks - the likely cause here - there's nothing more to be informed about.

 

I agree that keeping the application (not withdrawing it) is probably for the best.
