No.  The public charge rule does not affect removal of conditions.

The public charge issue is irrelevant to removal of conditions....so the answer is no, it will not affect  ROC.

The public charge issue is only relevant to people who are applying to get a green card. Your wife already has a green card, so it has nothing to do with her.

Agreed - no issue.

Also, many states permit certain types of aid for pregnancy using state funds, which are not subject to the 5 year bar.

Yes. See, the public charge issue is only relevant to people who apply for admission as permanent resident of the US. She’s already done that. Removing conditions just take a look at your marriage and make sure it is still bona fide.
