Is this for the I-129F submission? If so, yes I believe the instructions state for proof of citizenship or eligibility to petition you must submit a birth certificate or a copy of your whole passport book from the 1st page to the last page .

Its best you look into getting a new Birth certificate anyway for future purposes.

Yes, I agree with @gsdc23 .  Just for some anecdotal evidence, I (USC) submitted copies of every page of my passport and did not include a copy of my birth certificate at all and I was approved with no RFE.

yes it is for 129F submission and I think we will just include his all passport pages as you said . plus will add his ID or maybe his security card just as more proof

You’re welcome and no need to submit his social security card or ID. Passport will do just fine and his passport is a form of ID already.

No need for the social or ID. You should be okay with all pages of his passport. That's what I submitted (didn't include my BC) and was approved as well with no RFE.

I don't believe BC is required for the I-129F, there are a few options you have.  I only included a scan of the main bio page since I had just gotten a new passport and all the pages were blank.  Hopefully doesn't cause an issue.

EDIT: Just looked at the cover letter I sent, looks like I included both my passport bio page AND a copy of my BC just to be safe :)

From the instructions:

3. Evidence of U.S. citizenship which may include any of the following:
A. A copy of your birth certificate issued by a U.S. civil authority;
B. A copy of your original Certificate of Naturalization;
C. A copy of your original Certificate of Citizenship;
D. A copy of your Form FS-240, Report of Birth Abroad of a Citizen of the United States;
E. A copy of your valid, unexpired U.S. passport or passport card issued with a validity period of at least five years;
or
F. A statement executed by a U.S. consular officer certifying that you are a U.S. citizen and the bearer of a currently
valid U.S. passport.

It's actually illegal to photocopy a military ID so I wouldn't include that in the packet. lol Don't worry.. he really should be okay with his copies of his passport pages. Good luck!!! 😃
