If one submits 160 for a B1/B2 visa, would this be affected too?

Affected in what way?  Consular operations are still ongoing

YMMV

My wife just arrived a couple of days ago. While we are not concerned about her green card arriving,  we are worried about the shutdown affecting her getting her social security card.  She can't work, I can't refile an adjusted tax return, nor put her name on the banking account until she has her number.

We marked yes on the DS260 that she wants her SSN sent automatically. I'm not certain if this shutdown will affect her getting it. Does anyone know?

It doesn’t seem to be affected. Just received SSN.

though Consular would need to get info from other depts in the USA to approve visa isn't it?

For visas. Consulate officers make there decisions based on information you provide

I'm assuming from this post on the US Dept. of State's website that NVC is not fully functional during the shutdown.

This really sucks since my husband's case is currently at NVC😭

NVC is probably one of the least affected parts of the State Department since it is funded via fees. That screen shot is saying operations for visas WILL continue and NOT stop. The website will not be updated during the lapse since website maintenance is not a) funded by visa fees and b) an essential service during the shutdown.

It appears that the US Consulate in Montreal has stopped sending outPacket 4 during the shutdown?  It is usually 1-3 days and has now been 12 days and nary a peep?😳

Actually, it says that visa services in the US and overseas will continue during the lapse AS SITUATION PERMITS.

Yes, they're open but not fully functioning which may lead to delays. My case is currently at NVC and was set to case complete in early December, yet I still haven't received our consular interview date in over a month which is way longer than usual for my husband's country.

Not an unusual time frame even before the "shutdown "

I fully believe that many parts of the visa process, at least at the consulates ARE being slowed by the shutdown, despite what everyone is saying. Lots of conversations from folks from my consulate on significantly delayed processing times. My opinion is that only "scheduled" or actual "needing review by an officer" parts are continuing as normal, i.e. previously scheduled interviews. But anything needing paper pushing? Doubt it's moving as normal if at all.
