No but naturalization requires the applicant speak, write, and understand English. They will just extend the regulation to immigrant visas.

That's true.  And by the point of naturalization, I agree they should be able to speak, write and understand at least basic English skills.  They shouldn't be required to be entirely fluent in the language, though, from the get-go.

besides an official language, i think this metric-based system is a good system. you accrued the points you're eligible. and you must speak, read, write and understand English in the naturalization process.

You meant merit, not metric, right?  'Cause most people can't understand the metric system even after learning it in school for years...myself included 

 

Just teasing at the typo---Canadians tend to joke about the good ol' metric system that was shoved down our throats in school...lol

 

I think a merit system is a good idea too, will be interesting to see more detail over how it is point-awarded.

Oops sorry. right I meant merit system. I personally use the metric system, everybody in Jordan uses it

It's impacting i-751 processing... applications to remove conditions. But this slow down isn't as tough on couples as the slow down on CR1's and K1's, as spouses and fiancees are apart during the longer pendency times.

This article from National Review says:

 

"Immigrants would be scored on a scale of zero to 100, though in practice it’s more like a scale of zero to 45 — someone with a perfect score would need a Nobel Prize (25 points), an Olympic medal (15), and $1.8 million invested in a business (12), for instance. More typically, potential immigrants would be scored based on their level of education, their English fluency, their age (with ten points for those 26 to 30 and zero points for those 50 and up), and the salary they’ve been offered (with 13 points for compensation at least triple the median salary of the state where the job is located, and no points for an offer less than 50 percent above the median). Importantly, if an applicant wished to bring a spouse, the spouse’s education, age, and language skills would count for 30 percent of a combined score. Those without at least 30 points would be ineligible, and ties would be broken by (in descending order) education, language, and age. Immigrants admitted through the point system would be ineligible for welfare benefits for five years."

But I still don't understand this, how this effect current visas? To get the E2 visa, which doesn't lead to a green card, would you need to hav enough points to get the E2 visa to this point based system not apply to the E2 visa? 

 

Does the points based based system only apply when it comes to applying for an actual green card when you are eligible to apply for a green card, not various visas themselves?

We ALL have a new concern now.

 

President Trump is asking for legislation that will SUBSTANTIALLY change our immigration rules.

It is meant to implement a skills based system requiring English skills, education, work skills and ability to earn an income in place of family considerations.

Specifically targeted are 'chain immigration' wherein family members come in based on family ties.

This is exactly  what most of us are relying on when we bring spouses into USA.

 

At the very least, our processes will be slowed and delayed even more as this legislation unfolds and is debated, etc.
