Would this affect getting my nvc number?

That we don't know but a possibility, because the notice has been returned, NVC may have return it too (may being the important point here)

@_Mia_ just received hers this morning. Yay! @_Mia_ how was it packaged? X

Thank you @June2017UK (L) Basically it was a plastic parcel (like any other parcel) it didn't say who it was from. Inside it had my passport and  "evidence"  clipped together , 1-134, police certificate etc.. basically everything they kept at the Interview and an envelope with a CD, this is from Knightsbridge. Then there is a bigger envelope (White... I also expected it to be brown) that says The United States of America - Official Business, Important notice : To be opened only by the United States Immigration or Public health Service Officer. This sealed package must be surrendered to the United States Immigration Officer at the port of Entry into the United States. Do not pack it - it must be hand carried.

@Harleyracer - whoopsie - please ignore my earlier comment. Ms. Mia here has the actual answer! I hope it's the same for each country? Plenty of Philippines filers here, am sure they could fill you in otherwise.

@Naes @vocaledge - correct indeed!

@_Mia_ - but the actual visa is still stuck in your passport, right?
