You completed the application and of course you provide a lot more information than you have mentioned here, what does your FIL do for a living? Obviously a US vacation is not cheap, especially on Egyptian wages.

Two questions that were asked stick out to me. The one about your wife being a citizen yet and the one about what work you do.

Are you starting to get an idea of the mindset the officer may have had?

Another question...

Are your in-laws well traveled or was this going to be their first trip outside of their country?

All of this we are asking you will help you understand the mindset of the officer.

They have never traveled outside of the country. Im trying to figure out the mindset which I believe is that they are trying to ensure that they will return to Egypt. They answered that my wife is not a citizen and they said that I work in IT...which i do...

Her parents may not want to immigrate to the US but once your wife becomes a US citizen, then she should apply for parents I-130.  Her parents then will be able to come and go on the green card as they wish as long as they come once every so many months to the US.  I don't remember how long they can remain outside the US on a green card and still be able to return on the green card.  At least they then will be able to prove later that they do not intend on staying in the US and will have proof.  They then could apply for a visitors visa and be able to prove that they do not intend on staying.

Just throwing out options that you can consider.

Good Info. I already re-applied and they have another interview. I did this based on some threads stating that the officer plays a role in success or failure. Some people mentioned that they were approved a second time around with no change. I suppose I just wasted my money :\

Is there a reason they are not applying, why are you doing the paper work?

They live in a village in egypt. They are older and dont speak a lick of english. If I did not apply for them, it would be difficult. They have no computer or anything like that. It is just easier for me to do it for them...

I assumed with his job he would have Computer access.

They are my in laws. I see many in laws getting approved. What circumstance are we talking about. My father in law has a Job, owns property, and has 5 other children, 1 of which is a minor and needs care. What am I missing....

And just as many in-laws get denied too.  Bottom line, they could not convince the CO of their ties to home country.

Another thing.. your wife's status as a Perm Resident does not affect her parent's odds of a B2.

If you're really unlucky they'll be interviewed by the same CO. If that is the case and nothing material has changed then another denial would be a virtual certainty.

This in inaccurate. If she did the I-130 route for them (once she's a citizen), they would get a green card. However, they are claiming permanent residence within the US. Long or frequent trips would imply that the US in not their permanent residence (which is correct as they want to visit, not immigrate). They would likely have their LPR status removed at some point...probably at a POE, which is not a fun experience.

I also don't get the part about applying for a visitor visa afterwards...? If they have LPR status, they won't be able to get any US visa. If LPR status is removed, what's to prove that they didn't change their mind and now want to immigrate? A visitor visa is about proving ties to your returning country...a past immigrant visa or LPR status doesn't show ties to your home country.

I would say the facts that they have not travelled to the US before and you paid all their fees worked against them.  Can they afford such a trip?

It could be looking bad if you are the one filling things out, submitting, paying for everything. Does not help show their ability to do it on their own.

It is true the person doing the interview generally has made up their mind before even speaking to the person pursuing the visa. Unless you changed information the outcome most likely will be the same especially in such a short time frame.

Generally people wait a couple months before trying again, otherwise it looks like desperation.

It does not matter one bit who filled out the form on line. I did it for my retired mother and even said on the application that I will be paying for the trip. My mother is very proficient on the computer, but does not speak English. We were Skyping while I was filling out her application so she could provide me with correct answers.

At the time I was a LPR and she was retired with a measly retirement benefits after working as a teacher her entire life. She still has two sons who live with her (young adults) and is a widow. Has no interest whatsoever to immigrate to US. She was approved for 10 year B2 and visited once. My brother applied when he was 18 years old and still in High School and was denied. Just wanted to visit during the Summer vacation.

I think dissecting the possible reasons for denial is pointless. Have them try once again in the future, but not too soon as to not appear too desperate.

Good luck!
