Thanks for all of your feedback, your comments make a lot of sense.

BTW, the country in which the sister currently resides is Malaysia. She is currently a bar hostess there without any job skills. She had tried to get a visitors visa a long time before the PR application originated which was ultimately rejected (in 1992 I believe). Based on everything I know about her and her qualifications, I am sure she will end up needing significant financial assistance which is why I refuse to be a part of the affidavit of support. My wife is already pouring through all the government programs she and her minor son can qualify for as a PR (which doesn't sit very well with me). I love my wife, but I'm just about at my wits end with this.

Then there may be a solution.

You say the sister resides in Malaysia. Is she Malaysian or from another country? The length of time she has to wait for a visa is dependent on her country of origin, not residence.

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

Tell her you don't want to be forced to do something just like she don't want you to force her to do something.

Simple as that.

She is a Chinese, non-Muslim Malaysian. Wrt the GMC, how would the interviewers ever find out she works in a bar or never pays taxes? Actually, she is co-owner of the bar. These bars are "underground" and everything is non-traceable cash. As far as prostitution, that I don't know, I don't think so but it's definitely a men-only bar. I doubt if the investigation goes that far.

Btw, the approval was received this past March, so she has one year to file the paperwork, schedule interview, etc.

By approval, do you mean Priority Date became current? Petition approval and PD being current are two separate things.

Assuming the PD became current recently, is your wife even the petitioner on this petition? Was she a USC 10+ years ago and filed an I-130 for her sister?

Or somebody else is the petitioner and they want her to be joint sponsor for the application?

If you do not wish too sign financial support don't sign documents. Your wife needs to qualify as a sponsor on her own. For example, my wife is applying for her father. she cannot claim on i864 our joint income. Only hers.

Actually, she can if you file joint tax returns. BUT NVC would most likely ask for an I-864A from you in that case. Which you can refuse to sign. Same applies to OP.

I am not sure what you are trying to say.I would be more than happy to sign. However, to simplify, she tried to qualify on her own. Without i864a. They take only her income. Mine does not matter. So, no joint income is taken to consideration. What u stated makes no sense

This may very between embassies but usually, if you file taxes jointly, your wife will fill out an I-864 and you would have to fill out a I-864a as a household member. If you refuse to fill out an I-864a, the financial part of the application will not be approved.
