Received a big surprise today - NOA2 received - after only 68 days! Received 2 1/2 months earlier than expected based on average timelines. I have been encouraging Dora to learn to drive and get her license when she was still in Colombia and she kept saying "I have plenty of time" - now, maybe not so much time. :thumbs:

5/20/08 Met through a mutual friend in Medellin

7/02/08 - 10/27/08 Visited 5 times

12/08/08 6th Visit Medellin (gave "Promise" ring to be exclusive)

1/22/09 - 6/21/09 4 more visits. 6/22/09 GOT ENGAGED!

7/25/09 11th Visit Met in Panama

9/19/09 12th Visit Met in Medellin for Dial Del Amor y Amistad

6/23-7/21 Gathered paperwork and applied for I-129F 7/24/09 USCIS acknowledges Receipt of I-129F application NOA1

9/28/09 NOA2 received!!! Only 66 days! 10/02/09 NSC Received and completed Application and sent to Bogota

10/02/09 Embassy received application (my lawyer is two weeks behind informing me - time line information learned on 10/15/09)

10/09/09 Embassy sent out Package 3 10/15/09 Package 3 not received - downloaded forms from website.

10/16/09 Submitted DS-2100 and Ds-230 to apply for interview date. 10/23/09 Received Interview date (had to call DOS)

12/09/09 Interview - VISA GRANTED!!!!!!!!!!!!!!!!!!!!!!

1/07/10 Arrived in Miami, cleared Immigration with no problems. Arrived in Charlotte to a freaking cold spell 55 degrees colder than Dora has ever experienced.

Brilliant thinking to have her get her driver's license down there. That plus the International Driver Permit will enable her to drive in the U.S. for (I believe) a year. This sure beats her being stuck in the casa until the EAD comes through (the usual document before the green card that will allow her to apply for and receive a state driver's license), si man.

More immediate advice: Avoid taking the consular interview for granted. Thank your lucky stars that you're not dealing with a certain smaller, neighboring country, uff man.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Yes, my sister in law (who is from the same city as Dora) who also lives in NC knows some other Gringo-Colombiana couples where they were miserable because the woman was basically stuck in the house. and because of NC requirements, it was taking a long time for her to get a license. As a result, their whole relationship is very rocky. NC does not recognize an international driving license - all Dora needs to have is a regular Colombian license. And because she is still not considered by the state of NC to be a RESIDENT (even after she is married to me) , she doesn't need to obtain an NC license and can drive on her Colombian one.

Because my sister-in-law (she's been in the country and married to my brother for 24 years) has seen a lot of her fellow countrywomen come here she is able to advise me on some on the adjustments that will be required for Dora to make. I am trying to think of everything in advance to make sure the adjustment is as easy as possible. I also have a neighbor across the street who is from Bogota, so she is going to help us out as well. The ONE THING I can't change or do anything about is the weather. She will be arriving in the dead of winter here, and while Charlotte is not like Chicago, she is still used to a temperature range 70-85 year round. Hope Dora is able to tolerate the cold.

We will be "studying up" for her interview. While we have plenty of documentation about the reality of our relationship, Dora is shy and gets nervous, so I hope that she doesn't "blow" the interview. That's what happened to my Ukrainian GF a few years ago in her interview and she was denied a B1 visa.
