We tried this route first, DFA back and forth was literally 2 weeks each time. They would ask something else back and forth. Thinkfully since we married in Utah county we just filed at the San Francisco consulate.

We just went through this with the CFO, Ultimately the receipt of the ROM you get is fine to apply for the CFO and you don't need wait the current "16" weeks for PSA ROM for CFO.

Thank you, the first news really destroyed us. So this is giving us some hope and my wife will contact the counselor tomorrow again. I told her don't give up no matter what.

Agree.  I am one of those with a foreign marriage certificate but no ROM and got hassled by CFO for it, but I got my CFO certificate anyway.
 
@Jordan & Jenet, your wife is in a much better position than I was for the CFO counseling because you actually filed for ROM.  Just get those transmittal records from DFA.
 

Did the CFO counselor specifically state that they needed the ROM on PSA paper?  If not, I suspect the ROM transmittal record from an official DFA email will be enough, along with an explanation that there is a backlog at the PH consulate for ROM processing.  Check this post from @top_secret on how to get the transmittal record --
 
 

You are likely to get some blowback from CFO but certainly there are people who made it through CFO without a ROM.  It can be done.  The rules for CFO are pretty much whatever the counselor says they rules are and therefore negotiable.  It could come down to luck of which counselor she gets and how they size up your wife from talking to her. 
 
I have also seen CFO occasionally come through at the last moment if there is a date specific crises such as "my flight is Tuesday and I'll lose my reservation and it will cost $500 if I can't make that flight and we are doing everything we can to get them to finish processing this ROM but they say it will take 6 months........"

Yeah we ended up forgetting the Travel Authority, it was a joke. Had to not only wait for the local school, but the provincial office and you must have a good reason to go! I just ended up flying to PH 3 times in 2021 filed CR-1 and she just received her visa friday to come to US. What a PITA. At least in the US the rules are the same everywhere for the most part.

Hello All, I wanted to share our timeline. I'm still in shock. Started in Nebraska service center and transferred 3 days after NOA1 to Texas. Filed I-130 online October 12th 2021 NOA 1 October 13th 2021 Filed I-129F Dec 21 NOA1 I-130 NOA 2 January 25th 2022 - Approval!   Does the K-3 help the I-130? I don't know but I'll let you decide!

I asked a few longer questions until the automated system got confused and transferred me to a live agent, who was able to answer my question. Not sure if there's a better way.

Personally I just setup a new checking account at the same bank my primary checking/savings is at and sent the debit card to my Fiance, then gave her the pin so that she can use the account to withdrawal cash at the ATM no questions asked.
 
Works well and I just setup an automatic transfer from my primary checking to the second account the 1st of every month.

Thanks, I'm having her do it now. But her boss mentioned something about DepED having its own set of travel restrictions right now and to wait until march 1st. Sigh. I'm about to just have her quit and send the same salary monthly lol.....
