Yup I’m already 21 Yrs old turning 22 now when i went to my Interview, but i was 20 yrs old when my Petitioner passed the Form I-130. the visa has an annotation “Child Status Protection Act” which to protect certain children to aging out. 

Sharing my Visa Journey for the people who experience the same situation with me which is Visa class change from IR2 to F11 after becoming 21y.o.
 
When i came to the manila us embassy, They checked my Ds260 which is they saw that my visa class is not current (F11) they told me to wait for them to compute my age if i am still valid for having a IR2 visa class. This is when your petitioner pass the files (I-130) that was the date your Age freezes. In the end my name was called and my Visa class become Ir2 again, thankfully. 
 
 
over all, this was my experience hope this will help to those got stressed like me 🫶🏻

No no. The embassy didn’t call me for interview nor did they change my case back to IR2

I don't know if we can transfer cases to DR, but if you find out please let us know. Thanks

Wow 2years behind....Omg I'm gonna cry. I'm DQ oct20. So we're looking at 2023. Do you guys know anything about transferring to DR????

I applied for my fiance february 2021. Our case is currently at NVC. I feel so scared and discouraged when I see people since 2019-2020 don't have an Interview. I know there's COVID but other embassy are way faster than that. Haiti is just  messed up in every way. So much suffering before we can be with our loved ones. Can you guys please update your timeline so we can compare and get an estimate. Thanks every, good luck everyone!

Well it appears the embassy in Haiti is backed up. I would review other filers timeline. Some people have been waiting almost a year for an interview.

Even before Covid it dropped dramatically - if it only goes back to 2019 levels will become eligible after a few years. 

Interesting. I bet a lot has to do with covid and the civil unrest that has been going on the past few years. There have been many days embassy has been closed and they haven’t been full staffed for who knows how long. 

Interestingly Haitian immigration has dropped dramatically over the last couple of years. If that stays the case (not sure how much is COVID) it could become eligible in a few years time. NOTE that this table excludes adjustment of status which will be counted in the 50k cut off.

Countries which have sent 50,000+ immigrants to the US within the previous 5 year period are not eligible for the DV lottery.
 
The whole point of the DV lottery is diversity. As such, if a certain nationality is already very present in the US, that country will be temporarily removed to allow other nationalities a chance to enter, and as such, increase the diversity of residents within the US.

What Aaron said - the “diversity” part of the visa lottery refers to diversifying the immigrant population. 
Any country that has sent more than 50000 non-DV immigrants to the US over the preceding 5 years is excluded from participating. 

Countries where lots of people already immigrate to the US are not eligible for the DV.  Lots of Haitian in the US already who are petitioning their families.  Only countries where there is a low level of immigration to the US are eligible for the DV lottery.
