Could suspension of most immigrant and non-immigrant visa categories speed up spousal visa interview scheduling and processing?
I am guessing that MTL consulate will have enough space and time to clear backlog of pending interview and to schedule new interview. Because most immigrant visa categories (with the exception of IR-1,IR-2,CR-1,CR-2) as well as the non-immigrant visa categories are suspended through December 31, 2020.

Only two date changes on Feb 23 & May 13
There was no change in status before approval day.

It is a precanned response. Most of expedite requests receive same response, let’s imagine all requests got approval, everyone still wait in the same line.

Praise be to God!
Yesterday I spoke to level-1 officer over phone and requested to connect with a level-2 supervisor. I explained her my situation in detail. She was very nice and booked a call back with level-2 supervisor. I received a call back from level-2 supervisor in next hour. She was very courteous. I explained to her my situation in detail. I told her that I have filed all petitions at the same time. My children’s cases has been approved but I cannot move forward due to my spouse’s case pending.
She said that she can’t do anything because every case is different and my spouse case is under normal processing time of VSC. She told me that I have already been refused on my previous expedite request. Moreover, VSC just responded on my ONPT request that my spouse’s case is under normal processing time. She said that she can submit another expedite request if I want but there is no guarantee. I said please go ahead and submit. She submitted my expedite request and gave me a reference no. I received an email after 30 minutes from VSC that my expedite request has been approved. Your case has been approved today. An approval notice is being mailed to you. This petition is being sent to NVC. Please direct future inquiries to NVC. The following are my I-130 journey timeline of all three cases.
US citizen filled I-130 for spouse and two children
Nov-7 NOA-1 from TSC
Feb-23 2 case transferred to VSC and 1 case to CSC
Apr-4 First expedite request refused
Apr-24 K-3 received at VSC
May-4 First child’s approved after 180 days
May-13 RFE on second child’s case
Jun-20 RFE response received by USCIS
Jun-24 Second child’s case approved after 230 days
Jun-29 ONPT submitted
Jun-30 ONPT acknowledged
Jul-1 Received answer from VSC “Your case is within our current processing time”
July-7 Spoke to USCIS level-1 officer & level-2 supervisor
July-7 Expedite request submitted at USCIS on the basis of family unity and financial hardship
July-7 Expedite request acknowledgement email from VSC
July-7 Expedite request and case approval email from VSC
There were only two date updates on my spouse case. Feb-23 and May-13

As a note the privacy act police certificate (the one required) is NOT a certified criminal record check. It does require finger printing but those are not on the final certificate.

I finally was approved. This is the timeline for anyone who is interested in knowing what exactly happened.
11/18/19 - Mailed I-130 paper form through USPS Priority 11/25/19 - Deliverd in Dallas, Tx PO Box 11/29/19 - Received text message saying case was received. Expect a letter in the mail I-797 12/2/19 - Check was cashed $535 01/02/2020- Mailed I-129F (spouse) 01/06/2020- USCIS Received the form I-129F 01/09/2020 - USCIS Notice Date for I-129F form 5/27/2020 - Status date was updated from 11/29/2019 to 5/27/2020 [under uscis.gov account] 6/25/2020 - Status date updated from 5/27/2020 to 6/25/2020 7/6/2020 - Status date updated from 6/25/2020 to 7/6/2020 7/6/2020 - I-130 Approval Notice under documents tab on USCIS account. [I did not see this until 07/8/2020] 7/7/2020 - Status date updated from 7/6/2020 to 7/7/2020 7/8/2020 - Received text message on mobile "We have taken an action on your case. Sign in to your account to check) Logged-in and checked. Case was marked closed. However, status is still showing " In Process
Your benefit request has been accepted and is under review.
Documents tab had I-130 approval PDF file. I-129F Case Dropdown had "Decision Notice Mailed". It said that we have denied your case for I-129F.

NVC schedules initial interview so you want NVC to join the petitions as soon as they have all arrived and not wait for DQ

Today we have received NOA-2 of our daughter’s case from California service center.
Following are the timelines.
PD 11/04/2019 from TSC
02/23/2020 Case transfer from TSC to CSC
05/13/2020 RFE received
06/20/2020 RFE response received by USCIS
06/23/2020 Case is being actively reviewed by USCIS
06/24/2020 Case is approved
Now I am waiting for the approval of my spouse’s case. His case is at VSC and It’s been 230 days.
I hope that we will receive his approval soon so that we can proceed at NVC.

Yes........but the consulate can schedule them all together. I would contact them once all cases are DQ'd.

That is exactly what I suggest. You can wait for the last case to reach NVC, then pay fees and submit documents for all the cases. Then, you can contact the consulate to sync the cases for an interview.
