Filing for AOS while in the US on nonimmigrant visas is not committing fraud. If the OP now enters the US with intent to marry and file AOS, that would be a fraud.

Yes you could have done that but as others have said, past is past and hope you will immigrate to the US soon.

I did not contact them to move my case along. I only contacted them for the good of ALL K1s. I asked that K1s be considered mission critical and included in the exemptions for the travel ban.

Off Topic to anyone that wants to know: US Embassy in Stockholm has updated their website for Update #20. Nothing new other than they are processing passports faster and saying: 
 
 In response to significant worldwide challenges related to the COVID-19 pandemic, the Department of State continues to temporarily suspend routine visa services at all U.S. embassies and consulates around the world, including the U.S. Embassy in Stockholm.  We will resume routine visa services as soon as possible but are unable to provide a specific date at this time.  For more information about non-immigrant visas, please contact the Visa Call Center.  For immigrant visa questions, please contact us at: STKivinfo@state.gov.
 

So if anyone wants to know I looked at the Visa Statistics for Sweden and compared March 2019 to March 2020. And in March 2019 they issued 28 visas all together that month, and for March 2020 they issued 31 so pretty normal. 
 
So I don't think they really cancelled a lot or many visa appointments for March so that's hopeful that the backlog isn't that bad for that month. 
 
But in April 2019 they issued 36 visas compared to April 2020 where they issued 4 visas. But who knows what all visa categories they had to cancel in April and how many were the exempted categories. So I'm hopeful the backlog of cancelled appointments at least are not that bad.

I have contacted both of my house representatives and my senator. I think this is a wonderful idea! I finally feel engaged and not just sitting and twiddling my thumbs waiting for something to happen. Thank you for a constructive post!!

I get it, and I'm sorry you guys are having a rough time. It's hard feeling so far away and so helpless.  I don't know your guys' situation is, but I've found some ways to keep in close contact with my fiance and maybe it will help. We do things like webcam dates, watching movies together over discord, video games (we play StarCraft, Phantasy Star Online, Animal Crossing), and every night we call each other over whatsapp so we can feel like we're sleeping next to each other. When he was sick (not covid) I ordered groceries from his local store that were all of his comfort foods, just little things like that to help close that distance even a little bit really helps sometimes.

I emailed the Embassy in Jamaica for clarification and this was their response:
 
The Consular Section remains closed for routine services until further notice to help control the spread of COVID-19. 
 
We do not currently know when the Consular Section will be able to resume providing routine services. 
 
K-1 visas do not fall under the June 22nd Presidential Proclamation.  Once we are able to resume normal visa operations, we will handle K-1 applications in the order they were received from March onward.  Please know that your visa case is important to us and it will be processed as soon as it is feasible to do so.   We appreciate your patience in the meantime. 
 
All we can do is wait, but it's good to know that K1 visas are excluded from the ban. 🇯🇲🇯🇲🇯🇲

Husband got approved today!  💑🥳🍾
 
He showed up almost an hour before thinking there would be a line. Boy was he wrong. He was the only 1 there lol. 
So the guard's told to go sit in the shade for awhile and they will call him over when he can go in. 
He handed over the papers to the first lady who looked through them and said he was missing his Norwegian birth certificate. He was told (by the Embassy) to get it translated or to get 1 in multiple languages (which heh did). She said ok well you will have to talk to the interviewer about that. Then he waited 15 mins til the guy (Patrick) greeted him and asked a few questions... How long we were married (20 yrs) and they joked about being easy to remember the anniversary year etc and then he asked about our plans and when we were moving (beginning of Aug.) and then Patrick said..everything looks great...you're approved and will mail out your passport tomorrow! 
Embassy staff were friendly and interview lasted a whole 5 mins heh.
