I don't see this as Biden fault. This is just pure stupidity on the lady. How was she expecting to bring them to US without any documentation/ valid visas etc because she's "USC?" I mean, if her belief was true, wouldn't all Ukrainians be in the US by now since no documentation is needed?
And why does it have to be US that they want to go to? If safety is priority, Poland is fine. Poland is already allowing Ukrainians without documentation. So, they should be fine by now.
I, as USC, should also demand to bring my distant relatives to US because the cost of living in Kenya is high.

I applied on March 18 (expedited) and got my passport back on April 9th. But no sign as yet of the certificate. I suppose strictly speaking I no longer need it because I have the passport but I’d like some idea of when I should contact them about this. And in fact, who should I contact? Applied in PA, passport came from Little Rock.

I’m so sorry you went through that. Like everyone already stated, I would wait until you’re a citizen to file a complaint.
To counter those who are just saying to let it go, if this is the way she treats someone who’s native tongue is English, I can only imagine how this woman treats those who cant speak it that well. If everyone who she treats this way just decides to let it go, she will continue to treat people terribly with no repercussions. At least by filing a complaint there would be a paper trail if something more egregious happens to someone else down the line. Just my take on it.

Have you checked in the November and December 2019 N-400 filer groups to see if there are any filers in Albany? Has there been any movement for those filers?
In the Jan2020 filers, most of the interviews so far are more in the center of the country, away from the borders. In the last 2 weeks we are starting to seen interviews in Washington and Florida. There have been none in California, Texas or New York. There are a couple in late September for Boston and San Antonio. I think the border states had larger backlogs before Covid, and they are farther behind now.

Unless you formally abandon your green card status, you will still be subject to us tax compliance even if you are in Canada. And of course your American spouse will have to comply anyway.

Let me give an example. Say my spouse had been given the name John Brown at birth, but he was subsequently adopted and became John Smith. So the answer to the first question would be Yes (and i assume you would be then asked for specifics). Or if he was born John James Smith but hated the name John, so everyone knows him as James. Then you would answer yes to the second question. Does that make it clearer? It’s still more common for women to change their name when they marry , but it’s not unheard of for men to incorporate their spouses name in their own after marriage, and of course I’m not even considering same sex marriages. There are a lot of reasons why someone might be known by a name other than the one they currently use, and uscis wants to know all the names so they can conduct thorough checks.
And yes, if you are the applicant they are talking about the person you are married to.

Had my oath ceremony this morning! It was a quick and efficient process. There were about 8 people total. We heard a brief speech, stood for the anthem, recited the oath, and then we were done. I registered to vote on my phone on the way home, lol.
