Yes you can quarantine together. Hopefully by March you won’t have to. If your destination is Mindanao I recommend avoiding Manila completely if you can. You would have to quarantine in Manila and then again in Cebu.  Try flying straight to Cebu or Davao. Thinks are changing again. Manila is fighting the face shield requirement (which few follow) and are talking about goggles instead…LOL. Only in the Philippines.

The latest I have :  You get a approved hotel and once you arrive in Manila,  you pay around 100 bucks for a COVID test, if you pass after a couple of days you can move on to your next destination.

The wild card will be your next destination and how long and if they are making travelers coming in quarantine and how long and where.  One American left his province and went to another town in Philippines to extend his tourist visa and had to spend 14 days on a makeshift housing on a basketball court along with others.

Just be aware some place have 24 hour liqour ban, many have curfews like 8pm till 7am you can't leave your residence, and places like Davao CIty have FM pass which will only allow one person to leave  their residence for either Food or Medicine.

Not the best time to go right now

You will have to quarantine if you come from the states. It's not going to change by then. You will also get tested, I'd suggest looking into this more. The Philippines doesn't joke around with covid.

Do you consider Diplog City safe for Americans?  I have heard mixed reviews on the place.  Or is it the surrounding areas tht are not safe.

I stayed in Lilloy, PH for three weeks,  I felt pretty safe and registered with the Police Dept.  We even took a bus back from Liloy to Diplog.  I would say, ya have to play safe and always be on your toes.

    No issues for me.

We are working a plan that involves Emirates Airlines and so far things have went well.  Emirates has a hospital that they use for covid testing and she is to be tested Tuesday in Manila and Depart on December 3rd.  We picked Emirates because they fly direct to Houston and that will be her POE as well as termination of flight.   So no worrying  about making connections.  Will submit a follow up on all this when she gets here.

If all is good after receiving the requested documents it can still be 2-4 weeks.   A 221g tends to add at least 2 weeks to the processing.

We stayed at Robinson Place Residences. 5-10 minute walk to the embassy. A little pricey but the condo was huge. The boss likes to cook when I am there. Private entrance to the connected mall. Just google hotel us embassy Manila and dozens of options will pop up on the map....

For me..    I just keep my eye on the prize.  I am truly blessed to have met an amazing woman that affords me the chance to have a second chance at an amazing life.  Look at it as a team effort and I always remember how lucky I am to live in amazing country that allows me to invite her to come and be with me.
