Iamjuly reacted to Rexxx in Good news with recent IOE receipt number I130 petitioner
First of the all, I got mind approved within 2 months.
At first I thought I was expedited because I was military, but it turns out it's only because my receipt number start with IOE, the new filing system. ( perhaps being in the military did helped a bit)
anyway,  that's not the point, today I received an email reply from NVC, and told me it was approved faster simply because I was under the new system.
So, for petitioner who got a receipt number start with IOE, this is definitely a good new to you all.

below are the exact email reply from NVC
"Greetings from the Department of State's National Visa Center (NVC). We are contacting you regarding your recently approved immigrant visa petition. Based on your USCIS receipt number, your case benefited from a pilot electronic process for the I-130 petition. USCIS reviewed and approved your petition faster than average cases of this type as we develop the fully electronic transfer of data from USCIS to the Department of State.  We thank you for your patience while we continue to refine our process with these electronic petitions. We wanted to alert you that it will likely take longer than the 30-day timeframe mentioned on USCIS's approval notice to you. Despite this delay, please rest assured that we expect the overall time between filing your petition and completing processing with NVC will be far faster than average for this petition type. When we complete the data entry for your case you will be notified by email or letter.  This will include instructions on how to log into the Consular Electronic Application Center (CEAC) to begin case processing with NVC.

Hi everyone, I feel great to join this forum. Let's hope this second time is a charm. I-129F was  file on 1/5/2018 and approved 8/31/2018. Embassy denied (221g) on 11/13/2018 and case sent back to USCIS for further case review. Case was received by USCIS on 2/21/2019 but no progress only stories. I guess they left case to expire. USCIS and CEAC status shows Name was updated and Administrative Processing respectively. In march, 2019 applied for son born abroad (Cameroon) CRBA and U.S. Passport and they were both approved. However no news on fiancee visa. Long story short. I traveled to Cameroon  in June, 2019 after discussion on phone with a USCIS supervisor (Tier 2 supervisor request) and he recommended I go marry abroad because fiance I-129F petitions expires after 4 months whereas I-130 expires after 1 year. So I married my wife and recently file I-130 on 7/31/2019 through mail and case was received/ registered by USCIS with an IOE case number. Hope case will be process fast. Fingers crossed. Now the new Journey begins.

NOA1 received on July 8th. My receipt is also IOE#. Hopefully the process doesn’t take 12-14 months. My service center is Potomac. Good luck to everyone who is waiting for the approval. I hope we get to be with our spouses sooner

please keep posting the progress here so that that we can get the idea of the timelines.

Yeah, the ones I've found are just from going through the other month filing threads to be honest, haha. There's only been a couple.

Hello and good luck!! Hopefully Nebraska won't be too hellish for you with an IOE. Can only cross our fingers.

This is exactly what I've heard too, yup. Someone got this e-mail:

Having said that, it seems like everyone in July got IOE receipt numbers, so maybe they've fully moved it over? Not sure. Did anyone file in July and not get an IOE number? Just curious!

Yeah I've read a few different posts as well where IOE receipts are getting processed/approved in a small amount of time, but then the NVC is taking a long time to assign a case number to be able to move onto the next stage?

Hopefully they are ironing out any creases in this new electronic system so that we don't get held up too long. I'm assuming we will also get an IOE receipt based on people's replies here so far, but still waiting for our text at the moment to confirm.

Just from browsing around the forums and timelines here. Can't speak for everyone of course, just noticed the people who did mention having IOE numbers and had their NOA2 already seemed to get it within around 3 months (even one person at Nebraska).

I don’t know.... I think a lot of us in July seem to be getting IOE receipts so I think we’re going to be some of the first ones getting approved under this new process. There seems to be a lot of confusion and not much information so far so I’m just going to follow the current expected times for the different centers and if we get it before that then it’s a bonus!

Recieved receipt # through text yesterday 7/17. We are also an IOE #
Waiting hard copy to know the service center.
I know some centers are moving faster with the normal process.
And I'm hearing that this IOE electronic processing is supposedly fast.
But For processing times With the IOE # does it matter which service center we get?

I haven’t seen a thread started for all of us new July 2019 filers so thought I’d get one started!

My husband filed and he got the text receipt on Friday 12th July and we’re waiting on the hardcopy of NOA1 at the moment. We’ve got an IOE receipt number so until we get the hardcopy we don’t know which service center we’re being processed by.

Feel free to comment below with your NOA1 and service center so we can keep in touch through this long process and share tips.

(and if someone has already started a thread feel free to merge it, I just couldn’t find one! 😊)

it's all over  Facebook. bunch of people posting their  receipt, not all July filers got IOE  they were assigned to another service  center too, but as I observed  plenty of us got the IOE though for July. We will find out if this IOE really  approved fast as per their email that this should process faster.🤞🤞

I hope you’re right! We found out today our IOE receipt was sent to Nebraska 😭

I’ve not found any recent people with IOE receipts that have said when they’re approved, but there does seem to be bigger surge in issuing those this month so I guess we’re going to be the ones that everyone is looking at timeline wise.

I thought California was on a 2-2.5 year processing time? Where did you find the info to say it’s second fastest after Potomac? As looking at the statistics I thought Texas was second?

I hope this electronic system speeds things up, it’s unfair that we all submit our petitions and pay the same money, yet some people’s get sent to the fastest Center and the rest of us are waiting for at least 6-12 months through no fault of our own.

OK I think I know where we are.

You can not use your Husbands income, he is not work authorised in the US.

So you need a Joint Sponsor as it sounds like you do not have any income. Or savings?

The letter mentioned a Joint Sponsor, may well depend on how they viewed the Joint Sponsor bearing in mind your Husband has a Wife and 5 Children to take care of.

I have come across a similar is case but there the US family was on benefits. And the Husbands income potential was limited.

For Sponsors they look at current earnings, past income relates to tax filing.

My next thought is I wonder if the processing times will be made consistent across all service centers now digital records appear to be the norm. I would imagine if it’s all online and files can be adjudicated digitally, I think they will slow Potomac and level it out with Nebraska. It doesn’t seem right that one centre can complete on half the time. We shall see what all happens.

That's a reasonable summary of the issues but I doubt they will be a problem for USCIS.  A Consular Officer will be making the decision as to the relationship bona fides.  A letter included with the new petition, that asks the I-485 to be withdrawn, will suffice.  There was no actual need to withdraw it at any time.  It will have been considered abandoned already.  The withdrawal letter is just "housekeeping".

The US Citizen Petitioner in this case needs to be very aware of all these issues and address them directly in the new petition and you both need to be prepared to explain all actions directly, completely, and honestly.

I’d also be prepared for additional scrutiny - you say you came here as a K-1 “way back in January  2017”. 26 months isn’t “way back”. That’s an usually short amount of time to come here, get married, leave, receive an annulment, meet another American (that’s the part that may attract the most scrutiny) and get married. To any USCIS Officer it could look like you are just getting married to be able to come here.

Withdraw the pending AOS. Should’ve done that as soon as you left the US.
