 I hope you don’t mind the tags guys but I needed you to read this.
Today our visa status’ turned to issued! And it’s all because of the help and advice you gave! You guys are amazing, I honestly don’t even think I can put it into words how thankful I am for your help. @Wuozopo  the example letters you gave literally Turned this whole thing around I believe.  Both yours and @Greenbaum knowledge on all this have got us to this stage and we are so grateful. We’ve not had to hand any of what was requested.  They didn’t inform us they was sorting it, it literally just changed to NIV AP Tuesday and issued today!

K visas are technically nonimmigrant visas so my guess is that they sorted out your file and they are moving forward with final processing.

You know, if they would just write back and say the I-134 is the correct form, BUT the officer was not convinced and would rather see a more detailed support form and tax transcript before making a decision. Then you would have a decent answer. 

Agree. It's mumbo jumbo BS to cover the officer's mistake without throwing her under the bus. Maybe she needed a coffee break and flipped over to spouse visa mode.  
 
The I-134 is the form for a K1. London has accepted many, many, without a tax return going back the 10 years I have followed. By that, I mean they have been provided several things and the document person picks out an employer letter or W2 and hands the rest back. The office never even sees the rest of it. It happen to me. It happen this year and this month.
 
 

I agree with @Wuozopo. The reply has not addressed the "complaint" and therefore I agree a reply sighting their reply where a non answer was given. I suspect that they know that you are not stupid and they were caught not abiding with the "bylaws" for the adjudication of a K1 visa. So this was their weak attempt to apease you. JMHO.

As expected they just want the I 134.

I always thought it was a mistake and their reply does not change my mind. 
 
They spun you some canned phrases but did not answer the question Was this a mistake or a new requirement?
 
They said "if you will be providing..." Well you said in your first contact that you provided I-134s. Twice said even.
 
They did not address the Foreign Affairs Manual reference that a K1 is not authorized to submit I-864. 
 
When I get customer service replies like that, I write back something like this....
You did not read what what I said or answer my questions. I DID submit I-134 from two US citizens, my fiancé and his father. I was told by the officer that an I-134 was the wrong form. I quoted your website instructions and the FAM stating I-134 is the correct form for a K1 nonimmigrant. So please tell me if that was a mistake to ask for an I-864 when the FAM seems to prohibit  it for a K1. Tell me yes or no if I  have to submit I-864 before I will be allowed a K1 visa.  I followed the instructions to K1s on your website, yet got told I brought the wrong forms. This is putting an extra delay in my visa issuance and wedding plans, a process I started over eight months ago. 
 
 
Meanwhile, I would be getting the tax return transcripts and I-864s figured out. The form is much more complicated. 
 

With all the arguing back and forth about which form, please do not miss the important part. They want Tax transcripts. Lack of tax transcripts, is what kicked that whole thing of, not wrong form. So make sure both of your co-sponsors go to https://www.irs.gov/individuals/get-transcript and get transcripts for "Income Verification" for last 3 years. 

Yes. The status input for London on CEAC will not give you any specific clues as to what is going on. Ignore it until it says "Issued" is my best advice. Otherwise you are just creating puzzles in your head.

I would contact the embassy and say:
 
I need clarification on a 221(g) received at my K1 Fiancé interview on June 20, 2019. It is marked and circled to submit Forms I-864 instead of the I-134s which I submitted from both my fiancé and a co-sponsor. Your K1 instructions say "K and Diversity visa applicants are not required to provide an I-864 Form." The 9 FAM 302.8-2(B)(2)(f)(3) says a K1 fiancé is not authorized to use Form I-864 and should provide Form I-134, which I did provide.
Question: Why am I asked in a 221(g) to provide an I-864 for my K1 Nonimmigrant visa?  Is that a mistake or a new requirement?

My guess is the cosponsor, as a 864 can be enforceable where the 134 is not. 

That's what it says to me. FAM is the Foreign Affairs Manual which is basically the written law about visas.  A K1 fiancée is not authorized to have I-864 as their Affidavit of Support for the visa. 
 
You will use I-864 later during adjustment of status.

For a K1's I134 in London? Nope. Not needed, not wanted, not even asked for.
 
 

Actually for. K1 interview in LONDON, they don't need that from a co-sponsor on an I-134. They won't ask you for it. Never do.
 
If it was an I-864 affidavit of support (IR1/CR1 visa), then yes a photocopy of either. The I-864 requires it by law. So nice that you have a copy because you'll need it for K1 adjustment of status if you use the same joint sponsor doing I-864.

Regular copies should be fine! I think we used regular copies when we did it.

Yes, either Birth Cert or Copy of Passport will work because they will need to provide proof of citizenship to be able to sponsor someone.

Totally makes sense to me when prices start to just continually climb going into the summer.  For the sake of £60 as a backup I would be inclined to take a punt and cross those finger and toes that everything goes through as you hope 😋

Use a photo you know wont meet the requirements and it'll ask you if you want to provide a picture at the interview instead
