    Don't take advice from postal workers about US immigration law, especially those at a foreign post office.
    Then that is all that matters. Travel by commercial aircraft is exempt from the covid ban from Canada to the USA, whether you have an immigration visa or not.

    Good. Flying is definitely allowed. "At this time, this Notification does not apply to air, freight rail, or sea travel between the United States and Canada, but does apply to passenger rail, passenger ferry travel, and pleasure boat travel between the United States and Canada."
    @James120383 and @Dashinka: For land entry, it can vary per POE. Immigrant Visa holders and spouses of US Citizens aren't in the explicit list of "essential travel."     You should be fine. My wife entered on her CR-1 two months ago. She flew in through San Francisco. She didn't have any problems.

    With or without a CR1 visa, spouses of US citizens are allowed entry into the US, subject to CBP inspection.

    Available for pickup in Winnipeg: Thu, Apr 21, 2016
     
    (of course, this is all WAY before COVID)

    I believe Montreal tells people 2 weeks, but it's usually around a week. I'd consider anything over 20 days to be an outlier.

    They have storage lockers for small devices such as phones. Small bags (12 x 10 x 6 inches or smaller) are allowed in but large ones will need to be stored at the nearby mall.

    All Embassy visitors and their personal belongings must pass through security screening before entering into the building.  For reasons of safety and security, visitors may not bring these prohibited items into the Embassy:
    Cellphones, computers,  and other electronic devices Media devices such as CD’s, thumb drives, SD cards, headphones, speakers, etc. Cameras or video equipment Flashlights Lighters and matches Weapons or any item which can be used as a weapon Knives and other sharp objects Purses and bags larger than 18” x 18” Liquids, gels, aerosols, oils, lotions, or powder (exceptions below)

    Your lawyer is correct.  NOT required.  The consulate has access to FBI records and will check the information themselves.
     
    Here's what the Department of State says: "Present and former residents of the United States do NOT need to submit any U.S. police certificates."

    Congrats on your second interview!  Can you please fill out your timeline so we know more details about your case? 
    When was your first interview? Had you previously had a seconded interview scheduled and it was cancelled due to COVID-19 or has Montreal presumably just finished the AP work on your case and is now just ready for your second interview?
