Well yes, but I wasn't sure that you understood that even with a multi-entry 10 year B visa, the duration of entry is not set by the embassy itself. It is set at the port of entry.
Your reason for rejection was not financial. It was for failing to demonstrate intention to return to the UK after your treatment is complete.

But that is the core issue. The CO is not convinced that you will return to UK after your stay........weak ties to home country = no visa.....

They are not just looking to make sure you won't work illegally in the US. The burden is on YOU to disprove immigrant intent. By law, they are required to assume everyone who seeks a tourist visa (medical, holiday, etc) wants to immigrate to the US. As an American who has travelled the world, I see how silly this presumption is, but it is still a fact.
What ties to the UK did you present? Spouse? Children?
Also, assuming the treatment itself is palliative and not curative, what is to stop you from overstaying beyond the two years to continue the treatments? Even if the cost of the treatment is "reasonable," other associated medical costs in the United States are not. Imaging scans of any type are hugely expensive, as can be physician fees (usually separate from the cost of treatments), facility fees for inpatient hospital stays, medications, labs/bloods etc. Would the NHS cover any of this, since you would not have medical insurance coverage here?

I mean, if they have that much money - what's stopping them from flying the doctor to the UK? Pretty sure he'd do it if they would throw $100k at him.

The longest a B can be issued for is 1 year.
I have never heard of any Medical treatments in the US being described as incredibly cheap.
Needing 2 years continuous treatment suggests a mind boggling number, as has been mentioned a quick trip to the ER can cost thousands.
My assumption is that the CO did not believe your case was credible, certainly how you described it here I can understand why.
As money is not an issue I would suggests seeking competent legal guidance before applying again.
