    I disagree that the original question was answered. It was rather specific and yet somehow the thread has veered off into your somewhat snarky commentary of "what I need to hear/know". If you don't know the answer to the original question. that's ok.

    Answering your original question. 
    Expedite decisions usually take longer than 2-3 business days. So, you'll probably receive a decision after the payment has been completed. 
    I've seen posts in the past where expedite has been approved and the applicants have been told to submit DS260 and I-864 ASAP.

    I hear this all the time. People will claim they dont have money for emergencies, yet they have a brand new $1,000 iphone 13 or Android, ipad, iwatch and air pods.... On top of that, they drive brand new cars...
     
    I have plenty of friends who are all materialistic, yet they all complain when they cant make rent... I tell them to stop buying stuff you dont need, like the things i mentioned above, but they all give me the deer in the headlights look...
     
    some people know how to set priorities, and others dont...
    I still see new comments on here from time to time. Just cant find them now..

    One weird thing with Covid is I haven't seen anyone I know quit smoking yet. Most of the people I know who smoke are coworkers, and they are all on the wrong side of 50. I was sure this would motivate at least one person I know to quit. I guess it must be a hard thing to do.

    Some of us do care and donate to organizations that help with those diseases around the world. But a lockdown is not going to help with them, for obvious reasons.

    I would upload a letter stating name has not officially changed in Ukraine so your wife is unable to submit police records under the married name. 
    Hopefully the reviewer will be able to put two and two together as your wife will be uploading a passport with her maiden name not the married name.

    K-1s are able to change their names and receive a GC under the new married name (using the marriage certificate from the States) and do not have to update their passport. 
    Perhaps I-130's undergoing AOS are also able to request GC under married name, but I'm not sure. 
    IR-1/CR-1s going through consular processing will receive a visa a GC under the passport name. 
    I think this is where the confusion occurs as AOS and consular processing have different rules.

    So in that case, I'm wondering now about the interview process. Will this be a "Stoke's" interview and will I need to be present in my wife's foreign country for this?

    As far as I understand, uploading unsolicited evidence before your I-130 is approved is an acceptable way to continue front-loading your application after you file your petition. I don't see why it wouldn't help you avoid an RFE.

    Our case was transferred to CA and their processing times show:
     
     
    Used to be lower but they keep moving the goal post.
