You don't do anything to convince anyone.
Your spouse has to overcome immigrant intent, just like every other B2 applicant around the world, by showing ties to their home country.
They apply online, go to the interview and answer any questions. That's all there is, pretty simple process.

So you basically plan to bring your whole family over and stay while you wait for the priority date, to save you the waiting time.

I had literally walked over the bridge to go border shopping so after withdrawing they did some paperwork and sent me back.
Is me agreeing to voluntarily withdraw my application constituting as "a denial of entry" ?Whatever way you look at it you were denied entry. You attempted to enter and you failed.
You are not eligible to use the VWP and your ESTA should be denied.

It doesnt matter how long it took anyone else to get a decision. You have your own set of specific circumstances.
It could take days/weeks/months/years.
Nobody can tell you how long it will take.

You don't say how much you earn per year? Thats a pretty big factor in deciding if you will overstay or not.
DR is basically a 3rd world country with a very low average income...
Also never having travelled abroad is a big red flag.

Let's be honest here.
Unless your MIL can change her circumstances (increase her income), applying in 6 months will just be a waste of time.
From the transcript its clear the CO was worried she would not be able to support the whole trip herself.

You are right you are not eligible for VWP/ESTA.
Nobody knows how long AP takes, yes could be days/weeks/months/years.
Yes you made a mistake buying the ticket without the visa but its a (expensive) lesson learnt. We all make them.
Hopefully you get the visa in time but if I was you I would start making alternative holiday plans in case you don't.

He can attempt to enter via land, yes.
When he fills out the i94W and answers yes to the question of whether he has ever been denied a visa in the past, and they scan his passport and see a B2 denial, an ESTA denial..... well its pretty clear what the result will be.
Will be a wasted journey as he will be turning straight back but the answer is yes he can try.

Why did you apply for a B1 if you were eligible for an ESTA?
If you are eligible to use the VWP then you can apply for an ESTA, but answering 'yes' to the question of "Have you ever been denied a US visa in the past" and having more than one visa denial is 99% going to be an ESTA denial too.
You are way too desperate to go to the US.

You can attempt to enter. It is not a guarantee of being allowed to visit. You can still be denied entry at the POE just like every other non USC.

He doesnt need a tourist visa, you go visit him instead.
I certainly hope he never gets a tourist visa as its clear he would never return. To be honest I wouldnt blame him eww Pakistan.
