Just to be clear, you already have your GC from a previous US entry? Assuming that is the case, and it seems to be, only the first entry of someone with an IR1 has to be after or with the USC petitioner.

I don't know for certain, but NVC is more of a clearing house to make sure the required documents are uploaded, it does not make decisions of visa eligibility. I agree with @milimelo, once the case gets to NVC, you can delay it indefinitely as long as you make contact (such as accessing your case) at least once every 12 months, so wait until you are close to fulfilling the HRR before proceeding, and the consulate will make the final decision.

UP TO 6 months per entry, but that is not a guarantee and also doesn’t mean that somebody can stay for 6 months, leave and come back for another 6 months.

An asylum seeker is granted the right to stay in the US while their case is being adjudicated. It's basically permission to be in the US until they have a date with an immigration judge, but that's as far as it goes. During that permitted time, the person must file the appropriate paperwork to request that they not be deported and be allowed to stay legally. They only have a year to do this. I'm guessing the 4 years is how long it could potentially take for that case to be adjudicated.

If he's self employed, he checks the self employed box. NVC knows self employed don't have W2 forms. Sometimes they have 1099s. Pretty clear by the occupation entered whether they would have 1099s for their primary income. A short sentence signed by the joint sponsor indicating they have no W2 or 1099 forms would be all then extra needed to point this out. Shouldn't be necessary but it might help.

Delay submissions to NVC until you're within 5-6 months out from finalizing the 2-yr requirement. They will not issue an immigrant visa until 2-yr HRR has been completed.

Many folks include all the evidence outlined in the instructions under the "Bring to Interview" section. Also, as to the OP question, my wife had a moving violation (red light ticket), and she forgot about it and answered no on both OP questions. At the interview she told the IO about it and it was no issue.
