I think it is because CA has very high electricity prices and they vary according to demand, amusingly Wendy's is doing the same.

 

It seems to be there that the norm is grid tied and no battery, well it has been.

 

I also saw something that the Government requires you to be grid tied, you can not say to to Electrical Company take a hike, you have to have a feed.
