I didnt file the ds 160 yet because i didnt receive the instructions packet from the embassy, still waiting. Should i file it before receiving any email or packet?

u will not get a packet from embassy untill ds 160 is done

 

The second step is FILING FOR THE VISA  / the ds 160 is the visa application

I should file the DS 160 and pay for the visa before receiving the instructions!! I thought i should wait first for an email, so sre u sure please?

u will not get message till u do ds 160

then u can schedule the medical exam 

and follow instructions to schedule interview

 

most embassies take the fee at the interview 

read your embassy site for K1 for instructions/  we pay the ds 260 visa application at NVC but K1 is handled by embassy

Yes, everybody experiences that because everyone’s physical file is sent by DHL from the US to the consulate abroad. This takes a while, whereas electronic file is instant. 
 

Why are you bombarding them with emails? That’s unnecessary. Follow their instructions.

what does that mean

 

It means it’s in administrative processing which everyone goes through. Verbal approvals do not indicate approval. It’s only truly approved when you see “Issued”.
