Our ROM timeline

 

13 Sep 2021 - ROM paperwork delivered to San Francisco Philippine Consulate

26 Nov 2021 - ROM processed. SF Consulate sends copy to me and transmits to DFA in Manila.

4 Dec 2021 - Received stamped ROM in mail

4 Feb 2022 - DFA Consular Records office in Manila dispatched copy to PSA

8 Feb 2022 - PSA confirmed receipt of the ROM

9 Feb 2022 - Order placed with local PSA Office in Subic for PSA authenticated copy, we are told it will be ready in 10-15 days

 

I imagine the SF Consulate's processing time will decrease from here on out because there should be less demand for Utah marriages now that the country has opened to tourists, so it will probably not take this long in the future.

married 3/25/22 in utah online marriage, filed report of marriage with san francisco embassy - received stamped report of marriage back 7/20/22 and have been emailing PSA/DFA almost weekly since then. As of today I have no answers. How do I get notified that it's available at PSA? I tried to order through PSA last week but the result of the document was "negative" and they claim to not have it still. DFA responds extremely slow and keeps repeating the same thing - that they transmit to PSA weekly. still, no news or any updates. I can't keep placing the PSA order randomly and hoping they have it finally. Is there some better way I should be checking? This feels really annoying.

I assume you received the stamped copy from the Embassy in SF. They have sent the ROM to the PSA/DFA but it could take 6 months or more before it is officially registered.

Yes, I did. DFA told me at the start of August via email that the consulates send the RoMs over monthly. It's now September so that would have occurred already. DFA also informed me that they transmit RoMs to PSA every Friday. Problem is that they haven't confirmed they even have the RoM from the consulate yet. Replies are very slow and there's no clear way to know when the document is ready besides asking over and over (or attempting to order it through PSA over and over but at 330 pesos per request, it adds up when they can't find it).

Though DFA have sent us the transmission notice (in July, registered in May at SF), it was not readily available from PSA archive.  When we requested last month (Aug), we got response that it is unavailable.    But no worries, it did not affect our petition.  We were able to secure CFO for my husband ( which is where you will need the MC).. my hubby is now here with me in US.  I just 'tried' to request for ONE copy of PSA MC again yesterday... Just for personal copy, nothing to use it for.  I just want to know if it is available already, so not to waste much money. (We did request 5 copies in August, and all we got are 5 printed that it was not available yet from PSA - yeah, what a waste!).  We are married via Utah Web-conferencing as well.

For "newly transmitted" documents, PSA Serbilis had instructions that you should order a copy online and then e-mail the PSA Serbilis Batch Request Number AND the DFA transmittal details to info@psaserbilis.com.ph explaining it is newly transmitted.  This will not protect you from the risk of just getting another "record not found" response and no refund, but remarkably when we did it we received an positive e-mail reply indicating the document had been located and sent.  YMMV. 

 

I also tried e-mailing the DFA transmittal details to info@psaserbilis.com.ph before ordering a copy to see if they would tell me if it was available.  I never received a response to those e-mails but I did actually receive a response after I blindly ordered.  But probably no harm in attempting to get a response about availability before you order.

Hi! How did you find information about the steps/dates/what was happening in between submitting the docs to receiving things in the mail? For me, I submitted the docs about a month ago to PGCSF and just yesterday received a full set of stamped ROM (ROM form including the documents/evidences I submitted) and the original copy of the marriage certificate I submitted. No letter or anything else was in the envelope to indicate any steps to take to check status. I'm just assuming I'll have to attempt to order PSA copies of the ROM in about 6 months time and see if they're available.

I can tell you that it's been 2 months since receiving my stamped ROM back and PSA still doesn't have the document. It's now been 5 months since I submitted to PCGSF. Emailing DFA and PSA has been almost useless and I'm getting extremely frustrated. I've ordered twice from PSA including as soon as 2 weeks ago and both times so far they haven't been able to find the document. It's becoming a waste of my time and money and I don't know how the Philippines has made this process so confusing and terrible. It's amazing to me.

We just got my step son's ROM back.  It took 4 months.  They say up to another year before PSA will have the actual marriage certificate.

 

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

 

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

 

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

Is that right? They said it will take a year before you can order PSA copies of the same ROM original that you already have? Or are you talking about something else? I'm not sure if Marriage Certificate is the same as ROM in your reply's context, are they 2 separate things?

ROM was approved and we received the signed documents back.  They said it can be about a year before my step son's wife can get a copy of the PSA marriage certificate so she can change her passport.  DFA will not accept the approved ROM from the consulate for the passport change.  They need the PSA cert and I guess they are slow to update records.  We are going to try every couple weeks to see if the marriage shows up online with PSA but so far it hasn't.  It has only been about a month though.
