In 2023, those three countries clearly exceeded the 7% limit (27,588x0.07=1,931).

 

Consider total family visas: 205k issued. Top performers,-

1. DR -45k

2. Mexico -25k

3. Vietnam -19k

4. Cuba -17.5k

5. India -14.8k

 

Needless to say they all exceeded 7%, 14.35k.
 

Finally consider family and employment, total visas: 388k issued. Guess who are at the top?

1. DR -45k

2. Mexico -26k

3. Philippines -26k

 

DR is the only country to go beyond 7%, 27k.

 

No matter how people try to justify, official limits don’t seem to apply for DR. Just amazing! 45k against 27k!!

Maybe something along these lines:

 

”With regards to the situation whereby Dominican Republic received excessive number of Family visas, it’s not fair to the business community. To rectify this injustice to the employers (including our paying clients, of course), let’s award the extra amount (45k - 27k = ) 18k visas to the employment categories.” 🙂

Do these numbers include the second preference that is exempt from country limitations?

These numbers does include the FX category that is exempt from country limitations. But the total and grand total figures in the report are not unlimited. They are still bound by the total limits and per country limits set by the Congress.

Before the pandemic, the Dominican Republic used to receive 400-500 visas per month, but now it's receiving 1200-1300. If it doesn't return to pre-pandemic levels soon, the F2B category could see the F4 category type backlog

Looking at the Mexico numbers which are to close to 7%, it makes sense why they are in a separate category with it's own Priority Dates. 

Now not only DR exceeded 7%, it almost went twice as much and more than what I tabulated. 

It's not surprising at what explanation you put in if months after months you are getting 1200-1500 visas per month on F2B.

 

Also take out that 13,690 F2B from DR and most of us would probably be receiving our interview letter by now.

Amen to your last sentence about most of us receiving interviews.

We could have already received interviews if the Dominican Republic received normal F2B visa numbers. People are thinking the pandemic backlog is causing this delay, but it's not the case anymore. Just look at F3 it's moving faster. The difference between Chart A and B is only around 5 months, whereas F1 has a difference of 2.5+ years and F2B has a difference of over 1 year (by freezing chart B though). F2B and F1 are not like F2A, F3, or F4. Some major decisions are related to this visa class or gets void. If it were to become 9+ years, most people wouldn't even apply in the first place. NVC is not aware of how brutal the waiting process is for applicants from RW who are waiting indefinitely.

April Visa Bulletin is out, no movement this time. Though there was this at the bottom:

 

E.  VISA AVAILABILITY IN THE COMING MONTHS

FAMILY-sponsored categories (potential movement):

Worldwide dates:

F1: Up to three months
F2A (excluding Mexico): Up to six months
F2B: Up to ten weeks
F3: Several months
F4: Up to four weeks
