Both but 2 is a bigger threat. At a certain point 1 can change but 2 is a loss for the whole Family Immigration and shows some big lobbying is in place.

Looking at the Mexico numbers which are to close to 7%, it makes sense why they are in a separate category with it's own Priority Dates. Now not only DR exceeded 7%, it almost went twice as much and more than what I tabulated. It's not surprising at what explanation you put in if months after months you are getting 1200-1500 visas per month on F2B. Also take out that 13,690 F2B from DR and most of us would probably be receiving our interview letter by now.

4 months gone for this fiscal year and still no 2023 yearly report. Seems like by the time we receive it, there won't be any time left to make any assessment at all.

Let's hope it moves at least a month every month from now on and not just a fluke.

Bad sign. Given the backlog in Bangladesh, we have also had our visas issued slashed to half. If anything, we should be hitting 7%. We are barely hitting 3%. And now it's slashed to 1.5%. We are still processing 2020 Documentarily Qualified people with 2024 in sight. I don't think any country in the world is still doing 2020. Most countries are now in 2022. It's outrageous how imbalanced the whole follow DQ date over PD date system NVC is following + lack of processing in certain countries and over the top processing in certain countries. If only we could get those DR numbers for a year.

There's no guarantee or indication regarding backlog numbers. It seems we can't even process the immediate relatives category before we can touch the family immigration.

September Visa bulletin is out. Dominican Republic received 2961 visas in September. Adding up all 12 months puts DR at a total of 4604 visas over the limit. Would like to see how much they have received once the yearly report is out.

They still have a month to go to go even more over. Not sure when USCIS will step in and apply the 7% quota. They are 1643 over + another 2400 next month means they will be 4000+ over this year. It's hard to see which year that extra 4000 visas will be included. It's not 500-1000 extra we are talking about.

Yes, you are right. I thought FX counts dependent which I was wrong. The 2% dependent area limit means countries like British Virgin Islands which is under UK, not the dependent of Family or Employment based visas. So, that means DR has already crossed the 7% per country limit unless DR also has a dependent area.

I didn't count the 2% because if I did, it's not 9%, it like 10-12% if not more. These are just the primary applicant number of 25,620 visas which they have already crossed. If you want add the dependent (which is not counted) it's way way more.

Dominican Republic has received 2451 visas in August. This means they have officially crossed the 7% (25,620 visas) of the year by 1643 visas. And they still have a month to go in September. I think it will be another huge month for them again. Not sure if 7% cap will be applied for them. Nothing for them in October visa bulletin though.

Backlog should also come down naturally since family immigration had it's filing date not moving or barely moving in the last 2-3 years so barely anyone being Documentarily Qualified. Only immediate relatives are/were getting added new.

I know it's not 7% of the sub category. But not having a quota means, one country is practically dominating the whole category.

The 7-8k numbers are not ideal but worked without backlog. Except 2018, those are acceptable. Where's DR in 2022-23 without counting August - September has already received 12,153 visas out of 26,266 available. That's almost 50% of the world from 30-33% on average it used to receive it previously. So, it does matter. More importantly Phillipines has less people waiting for F2B than DR and they have a separate quota and DR not. I don't know how the calculations goes but no country should receive more than 7% of 26,2666 = 1839 unless other countries are not using it. Definitely not 12-15x more of that number.

Of course the allocated number of visas has been used with Dominican Republic taking the majority of it. No separate list for DR, no movement at all.

October visa bulletin is out. No change or anything on F2B.

For Adjustment of Status, only filing date needs to be current so it's quite normal. PD doesn't have to be current.

It has always been 25,620. Not sure where that 29,616 comes from. If that's the new number, we are doomed. I think it's a typo since using that number and dividing it by 0.07 doesn't give you a whole number.

Visa numbers for July 2023 are in and Dominican Republic has been issued 3807 visas out of the 4615 visas left for them to cross the 7% limit, which means they only have 808 visas left this year for August and July. It will be interesting to see if they do cross it or suddenly USCIS decides to totally shutdown any visa issuance to help them avoid the 7% quota. There are basically 404 visas left per month for the next 2 months. Also this is the highest number of visas issued to DR this year in a single month.

Once the filing date is current that is it's in July 2020 on or after your date, you will be sent a letter on how to login to a CEAC account by NVC. https://ceac.state.gov/ceacstattracker/status.aspx Then you can submit your i864 and everything as required.

Dominican Republic with 1.5 times the F2B waiting applicants than Phillipines doesn't have the quota yet. F2B won't be fixed with that. Phillipines PD is in 22OCT11.

Well it's people who had their DQ in June 2020 in Bangladesh. So, more than 3 years backlog. Embassy in Dhaka issue interview based on DQ date and not the PD order. But your PD needs to be current before you can be eligible. So, people with PD in 2013-15 are most likely getting the interviews.
