Timeline

You are I-130  IR/CR-1 visa?   Did you receive the DQ notice (documents qualified)?   NVC will schedule the interview with the embassy, if you need to contact someone it would be NVC at this point.

NVC should have sent your case to the embassy by now. If I were you, I'd email NVC with an expedite request. Claim financial hardship and include something related to that and have some evidence. "I spend money in the US and the Philippines." Manila accepts the majority of expedite requests. They won't actually prioritize your case, but it will move it from NVC to Manila and then you can hound USEM about it.

 OK I just assumed they were probably backed up from  covid I wasn't even sure if the embassy is fully up yet or not

USEM claims they are not fully operational, but they approved 200 spousal visas last month. This is the same number they were doing pre-covid.

I still haven't heard anything back. I don't know if I have proof of financial hardship except for for losing 1100 dollars thanks to the recent travel ban and 200 dollars I sent her a few months ago.

Try it out. It won't hurt your case if they deny the expedite.

If you do not have a legitimate hardship, then you should not be requesting an expedite based on it. There are people who have lost jobs and have not worked for months because of the pandemic. Frivolous expedite request only hurt everyone.
