It takes as long as USCIS needs.  Every petition is different.  USCIS checks the the background of petitioner and that can take time.

 

In the event that your "filed for" is incorrect and you did process stateside and not via DCF the case inquiry time for Potomac is July 21, 2019 .When your date exceeds that you can place an ONPT request.   Nigeria doesn't normally have any DCF requests.  If it was filed there under exceptional circumstances then you would need to contact the consulate.

October 27, 2018 Green Card received 

October 29, 2018 Applied for Social Security Card - November 5, 2018 Social Security Card received

Direct Consular Filing, which means filing the petition at a USCIS field office abroad. Only a handful exist now: https://www.uscis.gov/about-us/find-uscis-office/international-immigration-offices

Generally, the petitioner must live (not just be visiting) within the country where the USCIS field office is located to qualify for DCF.
