Vox.com: USCIS could run out of money by summer’s end without a $1.2B bailout.

Do you think they could save some money by allowing everyone to apply online and upload the numerous documents they require?

They are operating like it's 1980. They spent $30 on postage rejecting my applications and sending them back to me. I'm begging them to cash my check and process our AOS...

To do so would require new programming, new machinery, massive training. While it makes sense to automate, automation takes time and money, in the short term it would not alleviate the situation in the here and now

Do you think they could save some money by allowing everyone to apply online and upload the numerous documents they require?  I believe some of that has to do with needing actual documents for fraud prevention.

They are operating like it's 1980. They spent $30 on postage rejecting my applications and sending them back to me. I'm begging them to cash my check and process our AOS...  They will reject any incorrectly filed application, even if it costs $30 to do so.

^This. Implementing that is a major investment, of which they have been doing for a few years now little by little.

=====

The I-130 can be completed online. NVC only accepts documents electronically now. Many other major/common forms can be completed online.

They are already heading this direction. It's just not there yet and won't resolve their current deficit issue.

The article notes they may add a surcharge to form fees to obtain the funds. It's not really a "bailout" at this point...they are effectively requesting an emergency fee change.
