update - I tried checking it on my work computer instead of my phone and it works just fine. Maybe I’ve updated the page too much lately? Haha

"Unusually high rate of use" is the key phrase. It means you are too active on the site. Probably refreshing the pages too often. Although it may seem unfair to be locked out, it is a counter measure to curb cyber attacks, server crashes, and/or hacking. Basically you will have to practice a little more restraint from checking the site. 

 

Locked out IP address could be a problem. If the IP (internet) you are using is your home you may be locked out and not be able to check your status. It may require you to contact the site's administrator which will be a pain for a government site. Or if may open up over time.

Ours says the same thing.  I've only checked the site 2x within the last 90 days.  Maybe it's because I'm using my phone to try to access it. 🤔

It also says that you can create an account to avoid the block. I would just do that. If you create an account then they can verify the user (they send you a text with a verification code every time you log in). I have an account and I check it all of the time.
