The thing is that I feel bad because people from other countries come on there asking questions in English and they get responses in Filipino. I have had to tell them numerous times that "these people do not speak Filipino so English please".

My wife did the CFO 5 months before her Embassy interview because I was there and I wanted her to get practice interviewing. She completed the CFO during Sept, 2018 in Cebu and received a certificate. In March 2019 she got her sticker from the office in Manila after she received her visa. At no time did anyone at the US Embassy ask about CFO, a certificate or a sticker.

I also had my wife take the CFO class about a month after getting married still waiting for the I130 process, but we both agree that a second trip to CFO is better than having to have a delay if there's no availability. 

 

Also you can always travel a day or two earlier before the international leg of the journey to get the useless money grab sticker.
