Can anyone help with advice of what this individual have to do to get appointment scheduled

Please continue  on this website searching the appointment date , currently there is no any place for you to book an appointment. Don't be disturbed that is how it is , all the dates are now full for a new interview appointment , until a date is available you can't schedule an appointment.

However , continue everyday go onto that website three times and if there is a date available quickly schedule it before someone take it , because there are a lot of hundreds waiting also like you to schedule their interview appointment date online.

Keep checking until one is available. It is very standard to many (if not all) consulates.

Trump Administration indefinitely suspended the visa drop box for Nigerians 3 days ago meaning people that currently have 2yr US B1/B2 visa have to always go into an in-person interview. New applicants and Current US Visa holders are hunting for appointments while many more currently on the lookout for appointments

My church member just scheduled for an October interview date meaning its back up 5 months. YES 5 MONTHS!!

here's the source of the indefinite ban of interview waivers below

This seems pretty accurate, official website shows a 134 day wait for a B visa appointment at Lagos.
